specifically, there were six incidents from November 2019-2020, six incidents from November <br />2020-2021, and four incidents from November 2021-2022. Based upon primary factor or <br />narrative listed in the police report, fifteen of these incidents were right-angle collisions. This <br />data exceeds the threshold for a multi -way stop warrant, which is a minimum of 4 right-angle <br />collisions in a 12-month period. <br />Other Considerations F�� <br />Optional criteria for an all -way stop include the A ` Y, iTO <br />need to control left turn conflicts, high pedestrian <br />volumes and vehicle/pedestrian conflicts, visibility - <br />conflicts, and two similar residential neighborhood <br />streets. <br />There is a visibility conflict at this intersection, u <br />when traveling east on Dubail Ave due to the building <br />located at the northwest corner of the intersection. The <br />picture to the right is taken from the stop sign for the ` <br />eastbound travel lane on Dubail Ave at the northwest j�� <br />corner of the intersection. As can be seen in the <br />picture, the building obstructs line of sight into the <br />southbound travel lane of Fellows St. <br />Outside of twenty-four pedestrians at the 4 PM <br />hour, the pedestrian counts at the intersection were insignificant. However, given the cold <br />weather on the day of the pedestrian count (low of 217), pedestrian counts are expected to be <br />higher in warmer weather, particularly the summer months when United Way programs are <br />underway. <br />Recommendation <br />Although the collision data warrants a multi -way stop, the traffic volume at the <br />intersection does not. However, there are additional considerations that impact the safety of this <br />intersection. Firstly, the United Way Building at the northwest corner of the intersection <br />obstructs line of sight on to Fellows St for traffic traveling east on Dubail Ave. Additionally, with <br />the new community center and recently completed Dubail Streetscape, pedestrian traffic <br />through this intersection is encouraged and should increase. Given the collisions, visibility <br />conflicts and expected pedestrian traffic increase, the Engineering Division recommends adding <br />stop signs on Fellows St at the intersection with Dubail Ave to make the intersection an all -way <br />stop. <br />In implementation of these new stop signs, the Engineering Division recommends the <br />use of two flashing stop signs and message boards to alert drivers to this change. These <br />devices would be left in place for 90 days, then the message boards will be removed and <br />flashing stop signs will be replaced with static stop signs.
