3. If the 85tn percentile approach speed of the major -street traffic exceeds 40 mph, the minimum <br />vehicular volume warrants are 70 percent of the values provided in Items 1 and 2. <br />D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 <br />percent of the minimum values. Criterion C.3 is excluded from this condition. <br />Existing Traffic Controls <br />This intersection is currently controlled by a two-way stop where Dubail Ave stops in both <br />directions and Fellows St is the through street. <br />Northbound traffic on Fellows St continues 400 ft. before reaching an intersection with <br />Indiana Ave which is controlled by an all -way stop. Southbound traffic on Fellows St continues <br />390 ft. before reaching an intersection with Dayton St which is controlled by a two-way stop where <br />traffic on Dayton stops and Fellows is the through street. <br />Eastbound traffic on Dubail Ave continues 480 ft. before reaching an intersection with <br />Rush St which is controlled by a two-way stop where traffic on Rush stops and Dubail is the <br />through street. Westbound traffic on Dubail Ave continues 465 ft. before reaching an intersection <br />with Carroll St which is controlled by a two-way stop where traffic on Carroll stops and Dubail is <br />the through street. <br />Street Geometry <br />Dubail Ave is a 41 ft. wide roadway on the east and west side of the intersection. On both <br />approaches, parking is unrestricted on both sides of the street. Fellows St is a 23 ft. wide roadway <br />to the north and south of the intersection.
