City of South Bend and St. Joseph County Historic Preservation Guidelines 15 <br />Residential Standards: Foundations <br />Add a new egress window or basement entrance <br />• New egress windows or basement entrances should be installed on rear of the building . <br />• Egress windows should be screened with landscaping to the extent allowable by code . <br />• New basement entrances should be installed on the rear of the building or side if necessary . <br />• Side basement entrances should be screened with landscaping to the extent allowable by code . <br />The following is not recommended and generally not approved by the Commission: <br />• Egress windows on the front of a house . <br />• Covering historic foundation materials with a stucco or other type of similar coating . <br />• Painting brick foundations . <br />• Covering the traditionally exposed foundation with new earth and landscaping . <br />• Glass block to fill windows or other foundation elements on public street view facades. <br />Return to the Table of Contents <br />Commission approval does not include review of the structural soundness of the proposed new egress window or any other code requirements that may be required . The structural advisability of a proposed new egress window or door should be per-formed by a qualified engineer or architect. <br />Administratively Approvable <br />Egress windows or entrance on <br />the rear or non-public side.DRAFT
