JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: February 14, 2023 <br />Application Number: 2023-0120 <br />Property Location: 625 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: Vacant Lot <br />Property Owner: SHEETS VERL R <br />Landmark or District Designation: Edgewater Drive Local Historic District <br />Rating: N/A <br />DESCRIPTION OF STRUCTURE/ SITE: Vacant lot between 621 Lincoln Way East and 631 Lincoln Way <br />East. Previous home/structure was torn down prior to 1981. <br />ALTERATIONS: N/A. <br />APPLICATION ITEMS: “Install raised garden beds for planting natural dye and fiber producing botanicals. <br />Add wood clad shed for storage of barn frame looms at back of the lot.” <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />Move an existing 12’ x 18’ pre-built shed to be situated on the lot. The structure is covered with log/timber <br />cladding, has a covered/overhanging porch area, and a gabled roof. <br />A building permit is required for any structure over 120 sq/ft (and this includes pre -fabricated buildings). Per the <br />Deputy Building Commissioner, and based upon the size of the structure, the Building Department will require that <br />the structure be secured/fastened/strapped to a foundation or cemented posts. <br />On either side of the proposed location are Queen Anne / Free Classic and ‘Commercial Functional’ structures. <br />621 Lincoln Way East was constructed in 1892. 631 Lincoln Way East was constructed in 1900; the commercial <br />addition was added in approximately 1955. <br />STANDARDS AND GUIDELINES: Edgewater Place <br />III. NEW CONSTRUCTION <br />A.HEIGHT AND PROPORTION <br />The majority of structures in the district are two stories in high and are square or rectangular in plan. There are a few si ngle sto- <br />ry bungalows. The most prevalent façade proportions are between a 1:1 and 1:2 height to width ratio. <br />Required <br />The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the district . The <br />building height shall be no greater than that of the tallest existing structure in the same block. Façade proportions shall be estab- <br />lished by permitting no structure with a façade wider or narrower than those existing in the same block. Additions to existi ng <br />buildings shall be related in height and proportion to the existing structure. <br />Recommended <br />Contemporary designs should be compatible in character and mood to the building or neighborhood. <br />Prohibited <br />Additions may not be constructed that would change the existing façade of a building, alter its scale or architectural charac ter, or <br />add new height. <br />Not Recommended <br />New stories should not be added, nor should existing stories be removed, which would destroy important architectural details,
