<br /> <br /> <br />INTER-OFFICE MEMORANDUM <br /> <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br /> <br /> <br />TO: Theresa Heffner, Clerk <br />Board of Public Works <br />FROM: Becca Plantz, Project Engineer <br />SUBJECT: Reject Project No. 120-010R <br />Walker Field House Restoration Project <br />DATE: January 31, 2023 <br />On January 24, 2023, the Board of Public Works opened quotes for the above project. I have <br />reviewed the one quote received and found the required documentation sufficient for a <br />responsive, responsible quote. <br /> <br />Quote Totals: <br /> <br />Quoter Base Quote <br />Amount Alternate 1 Alternate 2 Base + <br />Alternate 1 <br />1. Acculevel Commercial <br />Group, Inc. $28,764.00 $45,276.00 $25/LF $74,040.00 <br /> <br />The quote participated in the MWBE Inclusion Program, although it did not meet the required <br />MBE goals. The goals for this job were set for MBE 1.4% and WBE 4.7%. The WBE form claims <br />a utilization of 2.03% with $1,500 of equipment rental contracted to Midwest Rentals, Inc. <br />Checking the ratios of the dollar amount to the base bid, the 2.03% claimed is for the ratio to the <br />base bid and alternate total. The ratio of the dollar amount to a WBE to the base bid is 5.21%, <br />therefore meets the contract meets the goal for WBE. <br />The MBE goal is not met, and this specific contract was not advertised in a public record. <br />Although, automated emails were sent by the contractor to a list of contacts from the Indiana <br />Department of Administration’s, IDOA, Certified MBE, WBE and IVOSB Businesses. In addition <br />to automated emails, the contractor confirmed calling companies listed on this certified list for <br />landscaping, hauling, and steel in an effort to provide scope to an MBE they would usually self- <br />perform due to the specific skill. The DHPA grant supporting the project requires the project <br />owner to publish three advertisements with the request to quote, so it has been advertised at <br />least six times in the local paper over the last twelve months. I recommend accepting good faith <br />efforts based on these reasons. <br />In conclusion, I recommend award of the base quote and alternate 1 for the Walker Field House <br />Restoration Project to Acculevel Commercial Group, Inc. in the amount of $74,040.00. Sufficient <br />funds have been appropriated from the EDIT and NPS Grants. <br /> <br />Please call with your questions (5998). <br /> <br /> <br />
