The Public Works and Property Vacation Committee held its organizational meeting on
February 28th, 2022. A review of the committee's duties and responsibilities were discussed as
well as reviewing the Annual Report from the previous year.
Meetings held in 2022:
The Public Works and Property Vacation Committee held 10 meetings. The first meeting was
the organizational meeting. The final committee meeting was held on December 12th, 2022. Of
the ten meetings held eight bills were heard relating to alley/street vacation. One bill heard on
December 12th was tabled until January 9th, 2023, as requested by the petitioner for an alley
vacation.
2022 Legislative Action
No legislative action for 2022.
2022 New Program: Sewer Lateral Reimbursement Program
The Sewer Lateral Reimbursement Program assists property owners with the replacement of
sewer laterals from the house to the City's main sewer line. The program only apples to new
residential infill construction. Through the Sewer Lateral Reimbursement Program, the City will
reimburse property owners for qualifying expenses of new lateral connections. To be eligible
for participation, an applicant must have plans to construct a new residential or neighborhood
scaled multifamily residential structure within a qualifying zoning district for up to $20,000.00
in qualifying expenses.
2022 Recommendations:
For 2022, the Public Works & Property Vacation Committee should consider focusing on efforts
to maintain alley ways and ensure maneuverability for vehicles as well as safety for residents.
The alley/street vacation process needs to be reviewed and updated in 2023.
The meeting minutes from the Public Works and Property Vacation Committee can be found on
the South Bend Common Council web page as well as the video of the meeting.
Respectfully Submitted,
5a/6z Q 4/40044: Filed in Clerk's Office
Sheila A.
