SUPPORT OF <br />THE <br />SOUTH <br />BEND <br />COMMON <br />COUNCIL <br />April 26th2021 Resolution in support of the HASB and calling for a recommitment to the <br />partnership between the City of South Bend and the HASB and for going on record that <br />the City Administration should earmark funds to support the HASB in our <br />redevelopment/repositioning efforts. <br />In relation to the current proposed Resolution, if it is intended to create a committee or study group to <br />create a master plan for affordable housing for the City, we, the HASB, cannot commit resources to that <br />laudable effort at this time.We are laser focused on our mission and that is taking all the resources we <br />have. <br />As noted in the April 2021 Resolution, the need for a comprehensive Affordable Housing <br />Plan of the City of South Bend is appropriately placed in the Consolidated Planning <br />Process Pursuant to 24 CFR 91.15 <br />The Consolidated Plan is designed to help local jurisdictions to assess their affordable housing and <br />community development needs and market conditions, and to make data-driven, place-based investment <br />decisions. <br />The consolidated planning process serves as the framework for a community-wide dialogue to identify <br />housing and community development priorities that align and focus funding from the CPD formula block <br />grant programs:Community Development Block Grant (CDBG) Program,HOME Investment <br />Partnerships (HOME) Program,Housing Trust Fund (HTF),Emergency Solutions Grants (ESG) Program, <br />and Housing Opportunities for Persons With AIDS (HOPWA) Program
