REDEVELOPMENT UPDATES
RABBI SHULMAN AND MONROE CIRCLE
•The HASB has submitted two Section 18 applications.
Section 18 of the 1937 United States Housing Act is a policy of the federal Department of Housing &Urban
Development (HUD)which allows public housing authorities to demolish and redevelop their properties under
certain conditions.
•Through the procurement process (codified at 2 CFR §200.317–200.326 which apply whenever HUD or other
federal funds are used in development or operations of public housing projects), we have selected a nationally
known developer to be our partner in providing new units at these developments
•The HASB is working diligently to provide affordable housing that will serve very low-income
households in units that they can be proud of, and which will be an asset to the entire City.
•The selected Development Partner is an entity with whom we will enter a partnership or other
contractual arrangement (MDA) to provide for mixed-finance development of public housing units,
has primary responsibility with HASB for development of former public housing units and is covered
under Federal Regulations found at 24 CFR §941.602 (h)(1)
•Mixed Finance development allows the HASB to bring additional necessary funding, through
public/private partnerships, beyond what HUD would provide to upgrade our properties.
