ftautlltitt fort: <br /> I*tiiitits (ommittcr <br /> The November 13, 2000 meeting of the Utilities Committee was called to order by its <br /> Chairperson, Council Member Al `Buddy" Kirsits at 4:35 p.m. in the Council Informal Meeting <br /> room. <br /> Persons in attendance included Council Members Aranowski, Kelly, King, Ujdak, Pfeifer, <br /> Varner, Coleman, White and Kirsits; Director of Public Works Gary Gilot, Water Works <br /> Superintendent John Stancati, Terry Bland of the outI Oltttb Zt'ih1#ttl and Kathleen <br /> Cekanski-Farrand, Council Attorney. <br /> Council Member Kirsits stated that the first item on the agenda was to review Bill No. 103- <br /> 00 which would appropriate $ 225,000 from the Sewer Repair Fund (640) for the purpose of <br /> funding unanticipated private sewer repairs. <br /> Director of Public Works Gary Gilot made the presentation. He noted that the funds are <br /> necessary in light of the number of increased repairs as part of the City's sewer repair insurance <br /> program which the Administration did not predict during last year's budget process. <br /> ii <br /> Following discussion, Council Member Coleman made a motion, seconded by Council <br /> Member Kelly that Bill No. 103-00 be recommended favorably to Council. The motion passed. <br /> Mr. Gilot then made a presentation on Bill No. 104-00 which would establish three (3) <br /> additional funds in the South Bend Sewage Works area. He noted that the Bill would establish <br /> three (3) distinct"reserve funds" which are required as a part of the 1993 Sewage Works Revenue <br /> Bonds and the 1998 Sewage Works State Revolving Loan. <br /> Following discussion, Council Member Coleman made a motion, seconded by Council <br /> Member Kelly that Bill No. 104-00 be recommended favorably to Council. The motion passed. <br /> Mr. John Stancati, Water Works Superintendent, then presented Substitute Bill No. 105-00 <br /> which would establish three (3) additional funds in the South Bend Water Works area. He noted <br /> that these funds are required in light of the debt service requirements of the South Bend Water <br /> Works Revenue Bonds of 2000. <br /> Following discussion, Council Member Kelly made a motion, seconded by Council <br /> Member Aranowski that Bill No. 103-00 be recommended favorably to Council. The motion <br /> passed. <br /> Under miscellaneous business, Council Member Kirsits inquired about the south <br /> annexation. Mr. Stancati stated that water service installation is completed in Phase I. <br /> Mr. Stancati then made a presentation on Bill No. 00-130 which would authorize the <br /> temporary transfer of idle funds from the Water Works Capital Fund (#622) to the <br /> Water Works <br /> l� D' p ( ) <br /> Leak Insurance Fund (#644) in the amount of $ 108,000. He noted that at the November 27th <br /> Council meeting a public hearing will take place on a rate increase. No formal action was taken by <br /> the Committee since this item was not a listed agenda item. <br />
