Utilities Committee
South Bend Common Council
The May 8, 2000 meeting of the Utilities Committee was called to order by its
Chairperson, Council Member Al"Buddy"Kirsits at 5:00 pm in the Council Informal Meeting
Room.
Persons in attendance included: Council Members: Aranowski,Kelly,White,Kirsits,
and Coleman;Jean Troutman-Poole,Larry Magliozzi, and Kathleen Cekanski-Farrand, Council
Attorney.
Council Member Kirsits noted that the Utilities Committee was composed of Council
Members Coleman,Aranowski,Kelly, and himself as Chairperson. He noted that he is still
looking for a citizen member for the Committee.
Council Member Kirsits stated that the first item on the agenda was to review 2nd
Substitute Bill No. 33-00 which would extend and provide utility services to an area in the south
part of the city in the Hartman Terrace Subdivision located on Reasor Street in Centre Township.
Larry Magliozzi of the Community and Economic Development Department made the
presentation. He noted that this ordinance is the first of several types of similar ordinances
intended to provide utility services to specified areas of the city. The area is located near K-Mart
in the 5th District. It was annexed into the city in the late 1960's or early 1970's. There are
eight(8)homes and nine(9)parcels. All property owners have signed a release granting an
easement for the utility project. The cost will be$ 3,000 for sewer line extensions and$ 2,000
for water main extensions per property owner, plus construction costs. Future owners of the
vacant land will be required to hook-up for such services.
The Council Attorney noted that the 1st Substitute Bill was advertised in its entirety. The
2nd Substitute Bill includes two(2)changes as detailed in the cover letter to that Bill.
Following discussion,Council Member Coleman made a motion, seconded by Council
Member Aranowski that the 2nd Substitute Bill No. 33-00 be recommended favorably to
Council. The motion.passed.
There being no further business to come before the Committee, the meeting was
adjourned at 5:10 p.m.
Respectfully submitted,
Council Member Al"Buddy"Kirsits
Chairperson
Utilities Committee
KCF:ak
Attachments •
Utilities Committee Meeting of May 9,2000
