Summary: <br />1. The New Deal -era Walker Field House is owned by South Bend Venues Parks and Arts. The <br />structure is primarily constructed out of fieldstone with broad arches. The field house with its central <br />courtyard and wading pool remains an important recreational feature for South Bend. Because of <br />its historic importance, it was listed on the National Register of Historic Places. South Bend Venues <br />Parks and Arts has received funding through the Indiana Department of Natural Resources, <br />Division of Historic Preservation and Archaeology to assist in improvements to the structure. <br />B. Description: <br />1. The project includes the furnishing of all equipment, material, insurance, and labor for completing <br />exterior stabilization of the park structure primarily related to arch/wall stabilization at 2198 <br />S. Walnut Street with the field house facing Ewing Avenue within the City of South Bend, IN. <br />PREVAILING SPECIFICATIONS AND CONSTRUCTION STANDARDS AND SPECIFICATIONS <br />A. The City of South Bend's PREVAILING SPECIFICATIONS, most recent version, and <br />CONSTRUCTION STANDARDS AND SPECIFICATIONS, most recent version, are to be used on this <br />project. <br />B. Each Quote provider is specifically instructed to become completely familiar with the most recent <br />version of the PREVAILING SPECIFICATIONS and the CONSTRUCTION STANDARDS AND <br />SPECIFICATIONS prior to submitting a quote. <br />C. Wherever the PREVAILING SPECIFICATIONS refer to "State Specifications," it shall mean the 2022 <br />INDOT Standard Specifications for the letting effective after September 1, 2021. <br />D. These SPECIAL PROVISIONS will list only "Additions" or "Deletions" to the PREVAILING <br />SPECIFICATIONS and are to be used only in conjunction with the PREVAILING SPECIFICATIONS. <br />E. In the event of conflict between the SPECIAL PROVISIONS and the PREVAILING SPECIFICATIONS, <br />the vPECir�iL PROVIvlvl:v vviil govern. <br />QUOTE REQUIREMENTS <br />A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 102 <br />B. Additions: <br />I. Quote Bond stating 5% of the total Quote or Certified Check of 5% of the Quote. <br />(i) An electronic copy of a Quote Bond or Certified Check in the amount of not less than five <br />percent (5%) of the base quote plus any alternates may accompany electronic quotes. The <br />awarded quoter will be required to send the original check or quote bond via USPS. <br />b. Contractor's Non -Collusion and Non -Debarment Affidavit, Certification Regarding Investment <br />with Iran, Employment Eligibility Verification, Non -Discrimination Commitment and Certification <br />of use of United States Steel Products or Foundry Products. <br />c.
