Commttt** It4port: <br /> Public Works and Property Vacation Committee <br /> 'go tje common Council of tbt Qtttg of South ilitutn <br /> The November 22, 1999 of the Public Works and Property Vacation Committee was called <br /> to order by its Chairperson, Council Member David Varner at 3:33 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included: Council Members Aranowski, Pfeifer, King, Varner, <br /> Ujdak,Kelly, and Coleman; Citizen Member Khadijah Muhammad, Carl Littrell,William <br /> Coleman,Clarence and Rose Blakeey,Terry Bland, and Kathleen Cekanski-Farrand. <br /> Council Member Varner noted that the first item on the agenda was to review Bill No. 88- <br /> 99 which is a petition to vacate an alley south of Linconlway West near Blaine Avenue. <br /> Dr. Varner noted that the request received a favorably recommendation from the Board of <br /> Public Works (favorable report attached). <br /> Mr. Clarence Blakely then introduced his wife and noted that they were petitioning for the <br /> vacation. It would permit them to join their two (2) lots which are on both sides of the <br /> alley in question and permit them to increase off-street parking for their vehicles. <br /> Council Member Pfeifer noted that their was a neighborhood meeting recently where this <br /> request was discussed. The neighborhood found no problems with this vacation. <br /> Carl Littrell noted that the Engineering Department was in favor of the vacation. <br /> Following discussion, Council Member Aranowski made a motion, seconded by Citizen <br /> Member Khadijah Muhammad that Bill No. 88-99 be recommended favorably. The motion <br /> passed. <br /> The Committee then reviewed Bill No. 89-99 which is a petition to vacate a portion of <br /> Dayton Street from Miami to Dale Street. Dr.Varner noted that the Board of Public Works <br /> gave a "favorable recommendation with qualification"to this request(report attached). <br /> Mr. William E. Coleman,Jr., of Matthews Purucker Anella,Inc. made the presentation on <br /> behalf of the Diocese of Ft. Wayne Cathedral of Saint Matthew. Mr. Coleman noted that <br /> the vacation is necessary in order to permit the proposed expansion of the Sanit Matthew's <br /> campus. The Diocese owns six (6) of the immediate properties which would be affected. <br /> Mr. Coleman noted that the Board of Public Works expressed a concern with regard to the <br /> dead end alley. In light of that concern an easement would be proposed (easement <br /> description attached). Mr. Littrell spoke in favor of the vacation with the proposed <br /> easement. The Council Attorney noted that Section 5 of the Bill should be amended to <br /> reflect the requirement of a recorded easement agreement acceptable to the city. <br /> Following discussion, Council Member Aranowski made a motion, seconded by Dr. <br /> Varner,that Bill No. 89-99 as to be amended,be recommended favorably to Council.
