Qtommittte Zeport <br /> Utilities Committee <br /> to tit atommotz 4touttuil of this 4tftp of *out') /RIO: <br /> The March 22, 1999 meeting of the Utilities Committee was called to order by its <br /> Chairperson,Council Member Rod Sniadecki at 4:20 p.m. in the Council informal meeting <br /> room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, King, <br /> Varner, Coleman,Ujdak, and Sniadecki; Lew Powell, Ken Fedder,Jean Troutman-Poole, <br /> Bob Hunt, Eugenia Schwartz, Ed Talley, Jack Dillon, Terry Bland, and Kathleen <br /> Cekanski-Farrand. <br /> Council Member Sniadecki noted that the first item on the agenda was to review Bill No. <br /> 20-99 which would appropriate$750,000 from the Solid Waste Operations Fund (Fund # <br /> 610). <br /> Mr. Lew Powell,the Director of Public Works,noted that the cost of$ 1.76 per resident is <br /> utilized to fund the solid waste management project. Garbage taken to the landfill is just <br /> less then 10% from what it was a year ago. 72% participation is reported by Superior <br /> Waste with the average per household every two (2) weeks being 19-20 pounds. <br /> Recyclables from January 1998 to January 1999 are up 91% <br /> Dr. Varner inquired as to when regular payments would be made. He was advised that <br /> payments will be made monthly beginning with the March payment. <br /> Mr. Powell noted that each resident is charged$ 1.97,however the City is required to pay <br /> $ 1.76 per resident whether this service is utilized or not. <br /> Council President Coleman questioned the number of households being billed. Mr. Dillon <br /> noted that 36,285 currently are billed. <br /> Council Member Ujdak questioned the status of having this services provided for apartment <br /> complexes. It was noted that an ordinance is being prepared for the Solid Waste <br /> Management District members to review. Council President Coleman noted that it is <br /> expected to come before the District members on May 8th. <br /> In response to a question raised by Council Member Sniadecki, it was noted that residents <br /> are more receptive now to the program then they were initially. <br /> Dr. Varner inquired as to what steps have been taken to assist those who are physically <br /> unable to get their recyclables to the curb. Mr. Dillon stated that he should raise this topic <br /> with the Solid Wast Management District members. <br /> Following further discussion, Council Member Aranowski made a motion, seconded by <br /> Council Member Ujdak,that Bill No. 20-99 be recommended favorably to Council. The <br /> motion passed. <br /> Council Member Sniadecki noted that he would be proposing a meeting for March 29, <br /> 1999 to discuss the proposed water tower site issue. <br />
