atommfttu Zeport <br /> Utilities Committee <br /> 10 tlj* COMM tOtrittil of tbt 4titg of §outb �n : <br /> The November 22, 1999 meeting of the Utilities Committee was called to order by its <br /> Chairperson Council Member Rod Sniadecki at 4:05 p.m. in the Council informal meeting <br /> room. <br /> Persons in attendance included Council Members: Aranowski, Kelly, King, Coleman, <br /> Varner, Pfeifer, Ujdak, Hosinski, and Sniadecki; Public Works and Property Vacation <br /> Citizen Member Khadijah Muhammad, Lew Powell,Bob Hunt,Carl Littrell,and Kathleen <br /> Cekanski-Farrand. <br /> Council Member Sniadecki noted that the first item on the agenda was to review Bill No. <br /> 93-99 which addresses the monthly service charge for leaf collection and removal. <br /> Mr. Lewis Powell requested that Bill No. 94-99 be heard in conjunction with Bill No. 93- <br /> then <br /> Powell r <br /> 99. and charges. Mr. Powe the <br /> Bill No. 94-99 addresses the sewer service fund <br /> provided a handout to the Committee(copy attached) which sets forth a five y ear budget <br /> projection and fee analysis of "Project Releaf'. He noted that Bill No. 93-99 would <br /> increase the leaf collection and removal charge from$ .18 to$ .33 per month; and Bill No. <br /> 94-99 would decrease the sewer service charge from $ .94 to $ .79 per month. He noted <br /> that the income projection is$410,000 and the budget projection is <br /> $ 368,000. <br /> Council Member Ujdak inquired into the equipment repair increase. Mr. Powell stated it <br /> was based on budget estimates. <br /> Council Member Ujdak voiced concern with regard to the language proposed in Substitute <br /> Bill No.93-99. He noted that the proposed language could be interpreted as charging each <br /> owner or occupant$ .33 per month which would mean times six for his family alone. The <br /> Council Attorney concurred that the language is vague and in light of the substitute bill it <br /> should be reviewed. Mr. Powell stated he would check with the Legal Department. <br /> Following discussion, Council Member Aranowski made a motion, seconded by Council <br /> Member Ujdak that the fee amount only in Substitute Bill No. 93-99 be recommended <br /> favorably to Council, subject to clarifying language. The motion passed. <br /> Council Member Ujdak made a motion, seconded by Council Member Aranowski that Bill <br /> No.94-99 be recommended favorably to Council.
