Committuu *oat: <br /> Joint Committee Meeting of the Public Works and Property Vacation Committee and the <br /> Health and Public Safety Committee <br /> flit Common QCow utl of the City of South tut': <br /> The September 27, 1999 joint committee meeting of the Public Works and Property <br /> Vacation Committee and the Health and Public Safety Committee was called to order by <br /> Health and Public Safety Committee Chairperson,Council Member Andrew Ujdak at 4:30 <br /> p.m.in the Council informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Kelly, Sniadecki, Varner, <br /> Coleman,Pfeifer, Ujdak, and King; Citizen Member Khadijah Muhammad, Jack Dillon, <br /> John Broden,Terry Bland and Kathleen Cekanski-Farrand. <br /> Council Member Ujdak noted that the first item on the agenda was to receive to review <br /> Substitute Bill No. 80-99 which would amend Chapter 20, Article 6, §20-63 of the South <br /> Bend Municipal Code addressing "Stopping or Parking Near Hazardous or Congested <br /> Places". <br /> Council Member King made the presentation. He noted that this was the companion Bill to <br /> Zoning Bill No. 56-99 which would permit limited parking of oversized vehicles in <br /> residential areas during limited periods of time. This Bill is proposed to address the <br /> concerns raised by the Area Plan Commission with regard to hazardous or congested areas. <br /> He noted that a considerable amount of time and work by the City Administration and the <br /> Transportation Center of the South Bend Community Schools and the school bus drivers <br /> resulted in the two (2) Bills that would be heard tonight by the Common Council. He <br /> noted that the substitute Bill includes "recreational vehicles". <br /> The Council Attorney noted that Chapter 20 of the South Bend Municipal Code does not <br /> define"recreational vehicle" and inquired as to its definition. She suggested that state law <br /> be consulted and then referred to in the ordinance. Mr. Broden agreed with her suggestion. <br /> Following discussion, Council Member King made a motion, seconded by Council <br /> Member Pfeifer,that Substitute Bill No. 80-99 be recommended favorably to Council. The <br /> motion passed. <br /> Under miscellaneous business, Council Member Varner noted that he is receiving an <br /> increasing amount of complaints with regard to the parking of recreation vehicles. He <br /> noted that the is a national recreational vehicle organization which may be sending <br /> information to the Council on this topic. <br /> Council Member Pfeifer noted that she has received numerous complaints on this same <br /> topic for several years. <br /> Council Member Ujdak adjourned the meeting at 4:40 p.m. <br />
