Comm Wu Ztport: <br /> Personnel and Finance <br /> go Mt Common QCountfl of tljt tfti of 0outfj *n : <br /> The February 22, 1999 meeting of the Personnel and Finance was called to order by its <br /> Chairperson, Council Member James Aranowski at 4:20 p.m. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Aranowski, Varner, Udjak, Kelly, <br /> King, Coleman, Hosinski and Pfeifer; Cathy Roemer, Betsy Harriman, John Seybold, <br /> Bill Pelletie,Bob Hunt,Ann Kolata, Terry Bland,and Kathleen Cekanski-Farrand. <br /> Council Member Aranowski noted that the first item on the agenda was to review Bill No. <br /> 10-99 which appropriate$ 120,745 for the Leighton Plaza Garage from the parking garage <br /> fund. <br /> Cathy Roemer, City Controller, made the presentation. She introduced Bill Pelletie and <br /> John Seybold who will be overseeing the management of the Leighton Plaza Garage. Two <br /> (2)handouts were provided(copy attached) which she reviewed. The garage is proposed to <br /> open on March 1, 1999 on a week day basis only. Three(3)basic customers are involved <br /> namely TCU, Memorial-Leighton Health Plex and the office building (multi-employer <br /> property trust-Trammell Crow). There is a$36,000 shortfall projected for the first year. <br /> Dr. Varner inquired into the rates.Ms.Roemer noted that the rates are comparable to other <br /> garages operated by the city except that there will not be free parking for the first two (2) <br /> hours. <br /> In response to a question raised by Council Member Aranowski, Ms. Roemer noted that <br /> the long-term projected hours for the Leighton Plaza parking garage are as follows: <br /> 6 am to 9 pm Monday thru Friday <br /> 8 am to 6 pm Saturday <br /> 10 am to 6 pm Sunday <br /> The plaza area itself will not be completed until the end of June, 1999. <br /> Following discussion, Council Member King made a motion, seconded by Council <br /> Member Varner that Bill No. 10-99 be recommended favorably. The motion passed. <br /> Ms. Roemer then reviewed Bill No. 11-99 which would establish parking rates for all <br /> garages operated by the city. She noted that it was a substitute bill. She noted an increase <br /> for the Colfax Street, Jefferson Street and Wayne Street parking garages from $ 1.00 to $ <br /> 1.50 for the 2-3 hour; and that there would not be any free parking in the Leighton Plaza. <br /> The Council Attorney noted that an amendment to the first paragraph of the Bill will be <br /> necessary. She suggested that "3-1999" be added where the blank currently appears. <br /> Following discussion, Council Member King made a motion, seconded by Council <br /> Member Varner that Substitute Bill No. 11-99,as amended, be recommended favorably to <br /> Council. The motion passed. <br />
