Commute wort: <br /> Personnel and Finance Committee <br /> Ito the Common Countil of tht mitt) of South 3krtran <br /> The August 23, 1999 meeting of the Personnel and Finance Committee was called to order <br /> by Council Member James Aranowski at 4:40 p.m. in the Council informal meeting room. <br /> Persons in attendance included Council Members: Coleman, Ujdak, Varner, Aranowski, <br /> Kelly, and King;Mikki Dobski Shidler,Terry Bland,and Kathleen Cekanski-Farrand. <br /> Council Member Aranowski noted that the first item on the agenda was to have preliminary <br /> discussion of the City Council budget and salaries for the year 2000. <br /> Council President Coleman presented two(2) handouts to the Committee, the first setting <br /> forth a summary of salaries for Councils throughout the State of Indiana, and the second <br /> being a proposed Council budget. (copies attached). He noted that two (2) written <br /> recommendations on proposed budget items were on the back sides of the handouts;having <br /> been received from Council Members Pfeifer and Ujdak respectively. <br /> Council President Coleman suggested that the Council salary ordinance be set for four (4) <br /> years so that persons serving as Council Members would not be setting their own salaries. <br /> The Council Attorney noted that each of the Unions representing the police, fire and <br /> Teamsters look very carefully at the Council salaries and reference them during each of the <br /> salary/fringe benefit negotiations. She also reminded the Committee of the special state law <br /> requiring a minimum of thirty(30)days between the publication date and the public hearing <br /> on such salary matters. <br /> Council Member Varner suggested that further discussion on both of these matters be held <br /> at the Personnel and Finance Committee meeting on Monday, August 30th, since typically <br /> all members of the Council attend the meeting where the Mayor provides a budget <br /> overview. It was noted that the Committee could reconvene after the Special Council <br /> meeting at 5 p.m. for such discussions. <br /> Mikki Dobski Shidler then reviewed various matters related to the Indiana Cities and <br /> Towns Convention which will be hosted by the City of South Bend beginning Sunday, <br /> September 12th. She provided handouts to the Committee of the IACT activities schedule <br /> (copy attached). <br /> Ms. Shidler noted that the overall theme of the TACT conference is "100 Years of Service" <br /> with also a special emphasis on youth. 800 persons have pre-registered for the conference <br /> with approximately 1,000 anticipated to be in attendance. <br /> Ms. Shidler noted that all Council Members are invited to a breakfast to be held on <br /> Wednesday, September 15th at 8 a.m. in rooms 1-3, River Level of the Century Center. <br /> There being no further business to come before the Committee, Council Member <br /> Aranowski adjourned the meeting at 5: 15 p.m. <br />
