Committtt Ztport: <br /> The Zoning and Annexation Committee <br /> 'to tht Common Qtouitsil of tht eitt of *outs /stub: <br /> The March 22, 1999 meeting of the Zoning and Annexation Committee was called to order <br /> by Council Member Charlotte Pfeifer, Vice Chairperson at 4:10 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, King, Pfeifer, Varner, <br /> Kelly,and Coleman;Ms. Muhammand,Terry Bland, James Voll,Bob Hunt,Lew Powell, <br /> John Broden, Jean Troutman-Poole, Ken Fedder, Eugenia Schwartz, Ed Talley, and <br /> Kathleen Cekanski-Farrand. <br /> Council Member Pfeifer noted that the first item on the agenda was Substitute Bill No. 104- <br /> 98 which would amend Article 6.5 of Chapter 21 of the South Bend Municipal Code to <br /> provided for interim protection of proposed local historic landmarks prior to final landmark <br /> designation and would create subparagraph designations in §21-117.2 (d). <br /> Mr. Ed Talley, Director of the Historic Preservation Commission made the presentation. <br /> He provided a handout to the Committee which summarized the procedure which would be <br /> utilized in providing notice to owners (copy attached). He noted that the procedure is <br /> acceptable to HPC and Code Enforcement. <br /> Mr. James Voll of the Area Plan staff noted that the Area Plan Commission sends the <br /> proposed Bill to Council without recommendation. He further noted that the Commission <br /> recommended that the HPC and Code work out their differences which apparently has been <br /> done in the substitute Bill.. <br /> Following discussion, Council Member Kelly made a motion, seconded by Council <br /> Member Varner that substitute Bill No. 104-98 be recommended favorable. The motion <br /> passed. <br /> Council Member Pfeifer recommended that the booklets containing the listing of historic <br /> landmarks be made available at the public library.Mr. Talley agreed to the recommendation <br /> and further noted that he would circulate a memo to city and county officials for additional <br /> sites where it should be made available in addition to his office, the Engineering <br /> Department and the Building Department. <br /> There being no further business to come before the Committee,the meeting was adjourned <br /> at 3:18 p.m. <br /> Respectfully submitted, <br /> Council Member Charlotte Pfeifer <br /> Vice-Chairperson <br /> Zoning and Annexation Committee <br /> Attachments <br /> • <br />
