Commfttits 2spott: <br /> The Zoning and Annexation Committee <br /> 10 the Common tounttl ot tIjt City ot 16out1j tnb: <br /> The August 9, 1999 meeting of the Zoning and Annexation Committee was called to order <br /> by Council Member Charlotte Pfeifer, Vice-Chairperson, at 4:17 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Varner, Ujdak, Kelly, <br /> Pfeifer,King and Sniadecki; Doug Carpender,John Byorni,Jean Troutman-Poole,Debra <br /> Turner,Eugenia Schwartz, Kathleen Cekanski-Farrand and Terry Bland. <br /> Council Member Pfeifer noted that the Bill No. 43-99 which is a rezoning request for the <br /> property located at 1422 East Calvert has been asked to be continued until the August 23, <br /> 1999 Council meeting. <br /> Council Member Pfeifer also noted that Bill No. 47-99 which is a rezoning request for the <br /> property located at 1613 West Dunham will be withdrawn at the request of the petitioner <br /> (letter request attached). <br /> The Committee then reviewed Bill No. 44-99 which is a rezoning request for the property <br /> located at 1005 Queen Street. John Byroni,Assistant Director of Area Plan noted that the <br /> request received a favorable recommendation from both the staff and the Area Plan <br /> Commission. <br /> Debra Turner,the owner of the property, stated that she would like the rezoning so that she <br /> can build a home on it. <br /> Council Member Aranowski,the District Council Member for the area, spoke in favor of <br /> the Bill and noted that he is working with the Keller Park Neighborhood for more <br /> residential development. <br /> Doug Carpender questioned why the surrounding properties were not included in the <br /> rezoning since they are"D" light industrial. Mr. Byorni noted that that cannot be done this <br /> evening since the legal advertisement before the Commission and the Council was limited <br /> to the single property. Council Member Aranowski suggested working with Ms. Tolbert in <br /> the Community Development office. <br /> Council Member Kelly made a motion, seconded by Council Member Varner that Bill No. <br /> 44-99 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 30-99 which is a test amendment to Chapter 21 of <br /> the South Bend Municipal Code. Mr.. Byorni noted that this was staff initiated and <br /> addresses combined use buildings in "C" Commercial Districts. Part of the Bill would <br /> permit not for profits such as churches and day care centers to have parking which is not <br /> contiguous to the property to be allowable. Mr.Byorni noted that this Bill comes favorably <br /> from both the staff and the Commission. <br /> Following discussion, citizen member Doug Carpender made a motion, seconded by <br /> Council Member Varner that Bill No. 30-99 be recommended favorably to Council. The <br /> motion passed. <br />
