Commttt** Z*port: <br /> The Zoning and Annexation Committee <br /> "eO the Common Council of tb* ttti of fioutb 3S*nt': <br /> The September 27, 1999 meeting of the Zoning and Annexation Committee was called to <br /> order by Council Member David Varner, at 3:33 p.m. in the Council informal meeting <br /> room. <br /> Persons in attendance included Council Members: Aranowski,Varner, Kelly,Pfeifer, King <br /> and Sniadecki; Bob Hunt, John Broden, John Oxian, Donald Shaum, Jr., Khadijah <br /> Muhammand, Pat Shelton,John Byorni, Kathleen Cekanski-Farrand and Terry Bland. <br /> Council Member Varner noted that the first item on the agenda was Bill No. 48-99 which is <br /> a rezoning request for the property located at 1710 Edison Road. <br /> Mr. Byorni noted that both the staff and the Area Plan Commission give the proposed <br /> rezoning an unfavorable recommendation with the Area Plan meeting taking place on <br /> August 17, 1999. He noted that the staff and the Commission believe that the proposed <br /> use is too intensive for the site. Mr. Byorni also noted that the Board of Zoning Appeals <br /> denied the setback but approved the variance with regard to parking. <br /> Council Member Karl King,the District Council Member for the affected area, noted that <br /> after the Board of Zoning Appeals meeting that a meeting with the neighbors took place. It <br /> was tentatively agreed that the site plan would be revised. Council Member King noted <br /> however that as of today, no new site plan has been submitted, the petitioners have not <br /> contacted the neighbors and the informal agreement has not been honored. <br /> The Council Attorney noted that the Bill could be continued until the Council meeting of <br /> October 11th,but could not be continued after that date. <br /> Council Member Hosinski then joined the meeting and took over chairing it. He noted that <br /> at the current time that he was opposed to the proposed rezoning. <br /> The petitioners then requested that Bill No. 48-99 be continued until the October 11th <br /> meeting. <br /> The Committee then reviewed Bill No. 53-99 which is a rezoning request for the property <br /> located at the northeast corner of LaSalle Avenue and Notre Dame Avenue. Mr. Byorni <br /> noted that both the staff and the Area Plan Commission give the proposal favorable <br /> recommendations. <br /> The petitioner from Pierce and Associates then made the presentation. They showed the <br /> proposed site development plan of St.Joseph Medical Center(copy attached). <br /> Following discussion, Council Member Varner made a motion, seconded be Council <br /> Member Pfeifer, that Bill No. 53-99 be recommended favorably to Council. The motion <br /> passed. <br /> The Committee then reviewed Bill No. 68-99 which would establish an historic landmark <br /> for the property located at 1240 Thomas. Mr.John Oxian made the presentation. He noted <br /> that the property is ranked an "S-11" and was built in 1920. <br />
