atoinmtttss Atsport: <br /> The Zoning and Annexation Committee <br /> i0 t t Common tountf1 of the City of f,out1j ittb: <br /> The November 8, 1999 meeting of the Zoning and Annexation Committee was called to <br /> order by its Chairperson, Council Member John Hosinski, at 3:35 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Varner, Pfeifer, King, <br /> Ujdak, Hosinski and Sniadecki; Citizen Member Doug Carpendar, Kenneth Fedder, Don <br /> Fozo, Jerry Zock, Phil St. Clair, Bob Hunt, John Oxian, Charles Leone, Mr. Patrick D. <br /> Myers, Catherine M. Brucker,John Byorni, Kathleen Cekanski-Farrand and Terry Bland. <br /> Council Member Hosinski noted that since the petitioner was not present the first item on <br /> the agenda that the Committee would review Bill No. 78-99 which is a rezoning request <br /> for the property located at 2313 West Ewing. <br /> Mr. Byorni noted that both the staff and the Area Plan Commission give the proposed <br /> rezoning a favorable recommendation with the Area Plan meeting taking place on October <br /> 19, 1999. <br /> Mr.Jerry Zock,the petitioner,then addressed the Committee. He plans to use the property <br /> for the construction of a single family home. He noted that it is a heavily wooded area with <br /> a 30' drop and that the alley on the plat is a paper alley only. <br /> In response to a question from Council Member Ujdak,Mr. Zock noted that the geodesic <br /> dome construction is the property of Randy Jones. In light of the tight corner,ingress and <br /> egress would be off of Olive and not Ewing. <br /> Mr. Don Fozo,Building Commissioner, stated that the Board of Zoning Appeals approved <br /> the variance needed for the construction. <br /> Following discussion, Council Member Pfeifer made a motion, seconded by Citizen <br /> Member Carpendar that Bill No. 78-99 be recommended favorably. The motion passed. <br /> Council Member Hosinski noted that Bill No. 79-99 has been requested to be withdrawn <br /> from further Council consideration by the Jewish Federation of St. Joseph Valley <br /> (November 4, 1999 letter from Marilyn Gardner,Executive Vice-President attached). <br /> The Committee then reviewed Bill No. 81-99 which is a rezoning request for the property <br /> located at 705 Lincolnway East. Mr. John Byorni noted that the staff and the Area Plan <br /> Commission sent the Bill to the Council with a favorable recommendation. <br /> Mr. Patrick D. Myers, the petitioner, noted that the site has been in continuous use for <br /> apartments since the zoning code was passed. This rezoning would put the zoning in <br /> conformance with the existing use. <br /> Following discussion, Citizen Member Carpendar made a motion, seconded by Council <br /> Member Pfeifer that Bill No. 81-99 be recommended favorably to Council. The motion <br /> passed. <br />
