SOUTH BEND, IN <br /> A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,INDIANA, <br /> CALLING FOR THE IMMEDIATE FUNDING FOR THE TEMPORARY RELOCATION OF <br /> RESIDENTS OF 501 SCOTT STREET DURING THE REPAIR OF THAT BUILDING TO <br /> MAKE IT HABITABLE <br /> 4flosogra, on April 26, 2021, the South Bend Common Council passed a resolution calling for a <br /> recommitment to the partnership between the City of South Bend and the Housing Authority of South Bend <br /> to work together to create and implement an affordable housing plan for low-income residents of South <br /> Bend; and <br /> G'If‘ ,r, shortly before Christmas, 2022, reports of lack of heat and water at the South Bend <br /> Housing Authority's property at 501 Scott Street were made; and <br /> ( ,the reports were made during a time of blizzard warnings in the South Bend area; and <br /> c according to Dr. Catherine Lamberg, Executive Director of the South Bend Housing <br /> Authority,there is only so much that can be done because of the long-term deterioration of the building and <br /> the building has passed the point of obsolescence and needs to be replaced; and <br /> Dr. Lamberg as noted that the solution to the ongoing water leaks is to shut the heat and <br /> water down to make the required repairs; and <br /> Dr. Lamberg believes that such repairs would possibly require hoteling all or some <br /> of the residents for up to 48 hours at a cost exceeding $100,000; and <br /> W , adequate heat and water are basic necessities for the safety and habitability of all <br /> residences, especially during winter months in South Bend, Indiana during blizzard warnings; and <br /> (*rams in keeping with the April 26, 2021, resolution immediate funding for the temporary <br /> relocation of residents of 501 Scott Street during the necessary repairs of that building as indicated by the <br /> Executive Director of the Housing Authority.; and <br /> 9u/eeuy6re, 6e r/reicher,60 die n FtandiAlie 1 oui are.", �_�izdiaiza, cai, w J: <br /> Section I. The South Bend Common Council hereby declares that all residents of South Bend <br /> Housing Authority properties are entitled to the basic necessities of life, including heat and water. <br /> Section II. The South Bend Common Council believes that it is the legal and moral duty of the <br /> City of South Bend Administration to immediately take whatever steps are necessary, including, but not <br /> limited to, temporarily relocating residents of 501 Scott Street until adequate repairs are made to ensure <br /> habitability. <br />
