t-ommit:At Itoort: <br /> Personnel and Finance <br /> Zo the common touitiuil of tljt City of foutlj *n : <br /> The November 9, 1998 meeting of the Personnel and Finance and Health was called to <br /> order by its Vice-Chairperson, Council Member David Varner at 4:15 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Varner, Udjak, Hosinski, <br /> Sniadecki, Coleman and Pfeifer; Bruce Bancroft, Robert Hunt, Lewis Powell, Michael <br /> Urbanski,Fred Haines,Michelle Engel, and Kathleen Cekanski-Farrand. <br /> The Committee reviewed Bill No. 89-98 would would decrease the Motor Vehicle <br /> Highway (MVH) appropriation. Mr. Lewis Powell made the presentation. He noted that <br /> the next reduction would be$ 174,873.00. <br /> In response to a question raised by Council Member Udjak,Mr. Powell noted that <br /> $ 50,000 was reduced in the asphalt account due to innovative financing from LRS and <br /> MVH funds. He noted that all proposed paving was completed. <br /> Following discussion, Council Member Aranowski made a motion, seconded by Council <br /> Member Sniadecki that Bill No. 89-98 be recommended favorably to Council. The motion <br /> passed. <br /> The Committee then reviewed Bill No. 90-98 which would establish a purchasing agency <br /> for the City. Michelle Engel, Assistant City Attorney made the presentation. She stated <br /> that the ordinance is required by state law and would designate the Mayor as the purchasing <br /> agency and he would in turn designate purchasing agents. She noted that policies <br /> addressing purchases under$25,000 are still being worked on by the City. <br /> Following discussion, Council Member Sniadecki made a motion, seconded by Council <br /> Member Aranowski that Bill No. 90-98 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Resolution Nos. 98-153 and 98-154. 98-153 would create <br /> rules for purchasing and 98-154 would promote the purchase of supplies manufactured in <br /> the United States. Michelle Engel, Assistant City Attorney made the presentation on both <br /> proposals. <br /> Regarding Res. No. 98-153, the Council Attorney noted that the state law does not <br /> mandate for the creation of rules for purchasing and thus recommended that in the 3rd <br /> i tru .g clause that the word "requires"be deleted and replaced with "authorizes". She <br /> also recommended that in § II that the word "passage" be deleted and replaced with the <br /> word "adoption". The Council Attorney further recommended that in Res. No. 154-98, <br /> that n §II that the word "ordinance" be deleted and replaced with "Resolution"; and in that <br /> same section that the word "passage"be deleted and replaced with "adoption". <br /> Following discussion, Council Member Aranowski made a motion, seconded by Council <br /> Member Sniadecki that Resolution Nos. 98-153 as amended,be recommended favorably to <br /> Council. The motion passed. <br />
