1 'k <br /> Qtommttttt Ztport: <br /> Personnel and Finance Committee <br /> 1E0 Ujt Common Count' of tbt City of •outb to : <br /> The January 26, 1998 meeting of the Personnel and Finance Committee was called to order <br /> by its Chairperson, Council Member John Broden at 4:05 p.m. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden, <br /> Varner, Ujdak, Coleman,Hosinski, Sniadecki; Ann-Carol Simons, Mayor Steve Luecke, <br /> Richard Nussbaum, Brother Sage, Jack Reed, Terry Bland, John Oxian, Jim Cierzniak, <br /> Jon Hunt, Tom Skarbek, Betsy Harriman, Beth Leonard, Kathleen Dempsey, and <br /> Kathleen Cekanski-Farrand. <br /> Council Member Broden noted that the first item on the agenda was to review Bill No. 8-98 <br /> which would amend Chapter Four of the South Bend Municipal Code to revise <br /> requirements for licensing automotive repair and service centers and vehicle removal <br /> services. <br /> Kathy Dempsey,the Director of Code Enforcement, made the presentation. She reviewed <br /> the amendments set forth in the proposed nine-page Ordinance. <br /> Council Member Pfeifer voiced concern over the use of plastic slats in replacement <br /> procedures of fencing. Ms. Dempsey noted that the proposed Ordinance would eliminated <br /> densely packed evergreens as a type of opaque fencing and also would remove wood slats <br /> for possible use in chained link fencing. She also indicated that fences are checked twice <br /> per year by Code Enforcement Officials. <br /> In response to a question raised by the Council Attorney, Ms. Dempsey noted that the <br /> license fee of$125 which is now proposed to be increased is adequate. <br /> Council President Coleman questioned the last meeting with the owners of businesses of <br /> this type. Ms. Dempsey noted that last summer she had a meeting and has also sent two <br /> follow up letters with regard to the following changes with the last being sent in August of <br /> last year. <br /> Council President Coleman also questioned the area of opaque fencing and its requirements <br /> and was advised that the provisions would require fencing unless the building itself had <br /> enough storage for all vehicles within it. <br /> Following further discussion, Council Member Aranowski, made a motion seconded by <br /> Council Member Sniadecki that Bill No. 8-98 be recommended favorably to Council. The <br /> motion passed. Under miscellaneous business, Mayor Luecke noted that an article <br /> appeared in yesterday's edition of the South Bend Tribune on the Football Hall of Fame. <br /> He noted that the pre-season game at the present time is not a viable option,but the city has <br /> not dropped the ball in this area. He noted that Mr. Mike Wadsworth of the University of <br /> Notre Dame is working extremely hard, however it was decided that an application to the <br /> NCAA would not be submitted at the current time. <br />
