Qtommittuu Zeport <br /> Utilities Committee <br /> tljt 'OtttmOnn QCowi uiU of t J* City of §O1tt1j Otn : <br /> The November 23, 1998 meeting of the Utilities Committee was called to order by its <br /> Chairperson, Council Member Rod Sniadecki at 4:17 p.m. in the Council informal meeting <br /> room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, King, <br /> Varner, Ujdak, Coleman, Sniadecki; Michael Urbanski, Robert Hunt, Ken Zmudzinski, <br /> Terry Bland,and Kathleen Cekanski-Farrand. <br /> Council Member Sniadecki noted that the first item on the agenda was to review Bill No. <br /> 101-98 which would amend Chapter 17 of the South Bend Municipal Code addressing <br /> Pretreatment Requirements for the Use of Public Sewers. <br /> Mr. Ken Zmudzinski, Compliance & Pretreatment Coordinator of the Wastewater <br /> Treatment Plant made the presentation. He noted that the Environmental Protection Agency <br /> visited the plant on December 10 and 11, 1997 and performed an audit of the facility. <br /> Findings were issued in August of 1998 which require the proposed changes included in <br /> Bill No. 101-98. The Bill would establish all local standards as meeting the "technically <br /> derived" standards of the EPA; and would require certified operators to sign all reports sent <br /> to the City of South Bend as addressed in proposed § 17-10. Local limits also would <br /> address ten (10)types of metals. <br /> Council Member King inquired as to whether the reduction of the level of metals would <br /> negatively impact existing operations. <br /> Mr. Zmudzinski state that there are thirty-four(34)industries which have permits and must <br /> monitor on a monthly and/or quarterly basis currently. Letters have been sent to each <br /> disclosing the new discharge levels. Each industry has the option of pre-testing or taking <br /> there discharges some where else. No industry will be forced out of business in light of <br /> the new standards. <br /> Mr. Jack Dillon then joined the meeting. He noted in response to a question raised by Dr. <br /> Varner that each of the 34 industries are aware of tonight's public hearing on the Bill. <br /> In response to a question raised by Council Member Ujdak,Mr. Dillon noted that lobbying <br /> efforts to change the state law have been curtailed. <br /> Following discussion, Council Member Aranowski made a motion, seconded by Council <br /> Member Ujdak that Bill No. 101-98 be recommended favorably to Council. The motion <br /> passed. <br /> The Council Attorney noted that Bill No. 107-98 addressing rules and regulations of the <br /> South Bend Water Works, which has first reading this evening will have a Committee <br /> meeting hearing on December 7, 1998. <br /> • <br />
