aCommitttt 2.tport: Parks and Recreation Committee to the Common Council of the City of foutb Stub: The January 12, 1998 meeting of the Parks and Recreation Committee was called to order by its Chairperson, Council Member James Aranowski,5:30 P.M. in the Council informal meeting room. Persons in attendance included Council Members; Pfeifer,Kelly, Broden, Varner,Ujdak, Coleman, and Hosinski; Bill Carleton, Terry Bland, Chad Kilmer, Phil St.Clair and Kathleen Cekanski-Farrand. Council Member Aranowski noted that the first item on the agenda was to review Bill No. 134-97 which would appropriate $173,000 for capital expenditures for the Park Department. Mr. Bill Carleton made the presentation. He noted that they are asking the Common Council for an early appropriation of capital projects. He provided a handout detailing the proposed expenditures(copy attached). Mr. Kilmer, Director of Golf, noted that the department is not satisfied with the 40 Easy- Go golf carts which were purchased in 1997. He noted that most of them were not able to go for 18 holes. If they would replace the batteries the cost would be$12,000 and they would get approximately 36-40 holes per battery. But there is a problem with the sheet metal bodies. He noted that to just replace the current metal bodies it would be an additional cost of$10,000. In revealing the$22,000 cost verses the cost to purchase 50 new golf carts with the trade in of the 40 Easy-Go golf carts it would enable the city golf courses to have carts in by 11:30. As a result it would be much more user-friendly and efficient. Mr. Kilmer further noted that they are looking at Armor-Flex Body Carts which would permit 100+holes between charges of batteries. It would also reduce cost for electricity for the charging of the batteries. There is an 8-10 year body life on such types of carts. Council Member Hosinski questioned the trade-in value. It was noted that the bid process would be followed in all instances. It was noted that there are 110 golf carts between Elbel and Erskin golf courses with 60 being at Elbel and 50 being at Erskin. It was also noted that the proposed expenditure would be from the non-reverting fund. Council Member Aranowski stated that we must provide quality service to the public with regard to the golf carts. Following further discussion, Council Member Hosinski made a motion seconded by Council Member Ujdak that Bill No. 134-97 be recommended favorably to Council. The motion passed. Mr. Phil St.Clair Superintendent of the Parks and Recreation Department then gave an update of the Master Plan. He provided a handout. He noted that if the city has a Master Plan which meets the INDR standards that the city would then be qualified for state and federal grant possibilities. The target date for completion of the Master Plan is June 1, 1998. The city is in phase one of the overall feasibility study. Council Member Pfeifer questioned whether swimming pools in other cities were visited. Mr. St.Clair noted that Paul McMinn has visited several and would have an update.
