tommittei *part:
Zoning and Annexation Committee
1 o the common Conrail of tj Qit • a$ &nab mod:
The July 13, 1998 meeting of the Zoning and Annexation Committee was called to order by
its Vice Chairperson, Council Member John Broden at 4:50 p.m. in the council informal
meeting room.
Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden,
Varner, Ujdak, and Coleman; Blake Unger, Jeff Nyikos, Ann Kolata, Eugenia Schwartz,
Bob Hunt, John Byroni, T. Brooks Brademas, Jim Cierzniak, Dennis Brennan, and
Kathleen Cekanski-Farrand.
The first item on the agenda was to review Substitute Bill No. 18-98, which is a rezoning
request for the property located at 2211 E. Jefferson Blvd. Mr. Byron noted that the
proposed rezoning affects only the Cole Associates Building. It would change it to PHC as
opposed to its present B residential zoning classification.
Following discussion, Council Member Pfeifer made a motion, seconded by Dr. Varner
that Substitute Bill No. 18-98 be recommended favorably to Council. The motion passed.
Council President Coleman noted that Bill No. 41-98 affecting the properties between
Sample and Tutt will be continued until the July 27, 1998 meeting at the request of the
petitioner, Common Council Member John Hosinski. Following discussion, Council
Member Pfeifer made a motion, seconded by Dr. Varner, that Bill No. 41-98 be continued
until the July 27, 1998 meeting. The motion passed.
The Committee then reviewed Resolution No. 98-109 which would approve a petition of
the South Bend Board of Zoning Appeals for the property located at 323 S. Sheridan
Street. Mr. Blake Unger and Mr. Jeff Nyikos made the presentation. It was noted that the
Board of Zoning Appeals sends the proposed special exception to the Common Council
with a favorable recommendation with the BZA holding its public hearing at the July 18,
1998 meeting. The special exception would allow on-site parking in an A residential area.
It was noted that screening would be required of either fencing or landscaping.
Following discussion, Dr. Varner made a motion, seconded by Council Member Pfeifer,
that Resolution No. 98-109 be recommended favorably to the Council. The motion
passed. The petitioners filed a preliminary site plan of the area affected by the special
exception. (Copy attached.)
There being no further business to come before the committee, the meeting was adjourned
at 5:05 p.m.
Respectfully submitted,
Council Member John Broden
Vice Chairperson, Zoning and Annexation Committee
Attachments •
