I have <br />reviewed them and found that both quotes are missing essential/required documentation, <br />therefore both quotes are unresponsive. <br />The quoters ranked as follows: <br />Quoter Base Quote <br />Amount Alternate 1 Alternate 2 Base + <br />Alternate 1 <br />1. Acculevel $28,764.00 $45,276.00 $25/LF $74,040.00 <br />2. Kent Companies, Inc.$46,820.00 $71,807.00 $235/5 LF $118,627.00 <br />I recommend rejection of the two contracts for Walker Field House Restoration Project due to <br />unresponsive quotes. Both quotes included attached proposals on company letterheads that <br />included exclusions, clarifications, additional notes, terms, and conditions which deviate from <br />the original quote documents. In addition to contractor specifications that can’t be accepted after <br />the public open, neither quoter attempted to participate in the MWBE Inclusion Program. The <br />grant requires a statements on experience, three references, and quote bonds in order to be <br />eligible for funding award. Kent Companies included a quote bond but missed other DHPA <br />Quote requirements. Acculevel did not include a quote bond, DHPA requirements, or an <br />executed non-collusion, non-debarment affidavit. In summary, the deficiencies listed make both <br />quote unresponsive. <br />Please call with your questions (5998). <br />December 20, 2022
