<br /> <br />Bid Assessment <br /> <br />Both Bids were submitted with the complete bid packages. However, each had minor <br />discrepancies that required supplemental information requests from each contractor. <br /> <br />Slatile Roofing and Sheet Metal Co., Inc. <br />At the time of Bid Opening, a scrivener’s error was acknowledged in the Based Bid Total on <br />Slatile Roofing and Sheet Metal Co,, Inc.’s pricing. Pricing was identified to be an addition error. <br />Slatile’s Base Bid for Items 1, 2, and 3 was $410,000.00. <br /> <br />Supplementary Information was requested for Part II Section I and Part II Section II of the <br />Experience, Plan and Equipment Questionnaires. Slatile submitted supplementary information <br />to assess the questionnaire section. <br /> <br />Slatile listed D.A. Dodd as an WBE Certified Contractor. This was identified as a scrivener’s <br />error. D.A. Dodd is an MBE Certified Contractor and supplementary information was supplier by <br />Slatile identifying the correct certification from the State of Indiana certified MBE list. JMH <br />Roofing Company Inc. is both a certified WBE and a certified MBE. Based on review of the <br />anticipated MBE and WBE Utilization percentages, the scrivener’s error will have a minor impact <br />to the WBE and MBE Utilization percentages but does not impact the total spend for MBE and <br />WBE subcontractors. Slatile was identified to have a larger percentage of MBE and WBE <br />utilization. <br /> <br />Slatile Roofing and Sheet Metal was identified as the lowest, responsive, responsible bidder and <br />provided all supplementary information requested by City Engineering and Public Works. <br /> <br />Ziolkowski Construction, Inc. <br />At the time of the Bid Opening, all documentation submitted by Ziolkowski Construction, Inc. <br />appeared to be submitted as complete. Further analysis of the Bid Questionnaire section <br />indicated that supplementary information was needed to review the Experience, Plan, and <br />Equipment Questionnaires. Ziolkowski Construction provided supplemental information for Part <br />II Section II as requested. <br /> <br />Ziolkowski Construction was identified as the second lowest responsive, responsible bidder and <br />provided all supplementaryu information requested by City Engineering and Public Works. <br /> <br />Both Bidders submitted Base Bid pricing within Public Works’ budget for the project. Unit pricing <br />was competitive and similar with the exception of the glass block replacement unit pricing. <br /> <br />Bid Award Recommendation <br /> <br />The Division of Engineering recommends the award of the Total Base Bid (Items 1, 2, and 3) <br />and Alternates #1 (Item 4), #3 (Item 6), and #4 (Item 7) for Project No. 121-046R WWTP <br />Masonry Improvements Compressor Building #5 to Slatile Roofing and Sheet Metal Co., <br />Inc. for the Total of $455,600.00. Unit pricing as described in the Contractor’s Bid Proposal <br />shall be considered for additional work in the event of unforeseen conditions are encountered <br />during the repair and restoration work. Allowances for the project shall be directed by the City as <br />needed. <br /> <br />Funding: Sewage Works Building Repair and Maintenance Account 641-06-605-514-436001. <br /> <br />For questions regarding the subject agenda request, contact Jacob M.
