Committu: Z*port: <br /> Zoning and Annexation Committee <br /> Igo the Common Council of tljt City of Soutf nb: <br /> The March 10, 1997 meeting of the Zoning and Annexation Committee was called to order <br /> by its Chairperson, Council Member John Hosinski at 4:12 p.m. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden, <br /> Varner, Ujdak, Coleman, Hosinski, Sniadecki; John Byorni, John Oxian, John Roos, <br /> Charles Hayes, Don Porter, Doug Carpenter, Kenneth Fedder, and Kathleen Cekanski- <br /> Farrand. <br /> The first item on the agenda was to review Bill No. 2-97 which is a zoning request for the <br /> property located 2930 West Cleveland Rd. Mr. Kenneth Fedder, the attorney for the <br /> petitioner made the presentation. <br /> Mr. Fedder noted that the property is owned by.Sobieski Federal Savings and Loan <br /> Association. The zoning request would allow the petitioner to have a financial institution <br /> located at that located with a drive-thru window and ATM machine. <br /> Council Member Aranowski,the 1st District Council Member where the proposed rezoning <br /> is to take place welcomed the petitioner and Mr. Fedder to his district. <br /> Following favorable comments, citizen member Doug Carpenter made a motion seconded <br /> by Council Member Pfeifer that Bill No. 2-97 be recommended favorably to council. The <br /> motion passed. <br /> The committee then reviewed Substitute Bill No. 5-97 which is a zoning ordinance request <br /> for the property located on the 3,500 block of East Keller St. Mr. Charles Hayes made the <br /> presentation. He noted that he is the contingent purchaser of the property with the zoning <br /> request being made so that it can be used for a radio communication tower and related <br /> facilities. He noted that radio towers are needed every two miles in light of the increased <br /> technology for cellular phones. <br /> Mr. John Byorni of the Area Plan Staff noted that the proposed ordinance received a <br /> favorable recommendation from both the staff as well as the commission. <br /> Council President Kelly questioned how many such location are proposed for the city of <br /> South Bend. Mr. Hayes noted that he will be coming g into the City Council on a case by <br /> case basis. However, he did note that there will be multiple users who could utilize a tower <br /> besides cellular phone usage. He noted that the towers are between 100 and 200 feet and <br /> are not self-supporting. <br /> Council Member Hosinski noted that he worked with Mr. Hayes when Mr. Hosinski was <br /> the Town Attorney for Roseland and spoke in favor of the proposed rezoning. <br /> Following discussion, Council Member Pfeifer made a motion seconded by Council <br /> Member Hosinski that Substitute Bill No. 5-97 be recommended favorably to Council. <br /> The motion passed. <br /> • <br />
