INTER-OFFICE MEMORANDUM
DEPARTMENT OF PUBLIC WORKS
DIVISION OF ENVIRONMENTAL SERVICES
TO: Members of the Board of Public Works
Michael Schmidt, Assistant City Attorney Public Works
Theresa Heffner, Clerk
FROM: Jacob M. Klosinski, P.E., Assistant City Engineer
SUBJECT: Emergency Repair – Edison Road and Edgewater Sanitary Sewer Repair
(PR-0020709)
Agenda Request – Ratify Emergency Repair Contract
DATE: December 2, 2022
The Department of Public Works Division of Engineering, Utilities, and Street/Sewer teams
contacted HRP Construction to assist with emergency repairs following a sanitary gravity sewer
main collapse west of the intersection of Edison Road and Edgewater Drive. This is a critical
regional sanitary sewer main that is part of the I/N Tek Sanitary Trunk Sewer in St. Joseph County.
Assessment
The root cause of the sanitary sewer collapse appeared to be a combination of aging, deteriorated
pipe and activities by Milestone Contractors. The Milestone Contractors vehicle’s tire sank into the
ground at the intersection where the collapse occurred and had to be removed by a wrecker / tow
truck prior to assessing the damage to the sewer.
Emergency Repair Work
City crews and HRP Construction assessed the situation and consulted about the repair work on-
site. Crews were mobilized the following morning to remove the collapse section of pipe and couple
a new section of pipe to restore flow to the sanitary sewer.
This section of sanitary sewer should be considered for replacement in the future. The existing pipe
is deteriorating to the point that the ductile iron pipe will not be a good substrate for a lining project.
Full replacement of sections of gravity sewer along the I/N Tek Sanitary Trunk Sewer should be
considered and budgeted to remedy the failing pipe section and continued problems along this trunk
sewer.
For questions regarding the subject agenda request and emergency repair, contact Jacob M.
Klosinski (Ext. 9496) at the Division of Engineering.
December 13, 2022
