atommtttes *sport: <br /> Personnel and Finance Committee <br /> to the E ommott atouttttl of the (ttt of gouty ISttttf: <br /> The January 13, 1997, meeting of the Personnel and Finance Committee was called to <br /> order by its Chairperson, Councilmember Sean Coleman, at 5:10 P.M. in the Council <br /> informal meeting room. <br /> Persons in attendance included Councilmembers: Kelly, Pfeifer, Aranowski, Varner, <br /> Ujdak, Coleman, Sniadecki; Jeff Rinard, Phil St. Claire, Bill Carleton, Susan O'Conner, <br /> Don Porter and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No. 107-96 which proposes to close the <br /> Abandoned Vehicle Fund and the Unsafe Building Fund. <br /> Mr..Jeff Rinard made the presentation. He stated that the State Board of Accounts has <br /> recommended that both of these accounts be closed and that their balances be transferred <br /> into the General Fund. If this takes place, $230,758.00 of the Unsafe Building Fund and <br /> $108,604.75 of the Abandoned Vehicle Fund would be transferred to the General Fund. <br /> Following discussion, Councilmember Aranowski made a motion, seconded by <br /> Councilmember Sniadecki that Bill No. 107-96 be recommended favorably to Council.The <br /> motion passed. <br /> The Committee then reviewed Bill No. 110-96 which would create the Recreation <br /> Department Non-reverting Fund. Mr Phil St. Clair, Superintendent of Parks, greeted the <br /> new Council members and introduced Mr. Bill Carleton and Susan O'Conner to the <br /> Committee members. Mr. Carleton noted that the creation of this non-reverting fund for <br /> income and expenses is related solely to certain self-supporting programs and activities <br /> conducted by the Recreation Department. Ms. O'Conner then handed out copies of the <br /> relevant State Law and the twenty-two (22) non-reverting accounts which are self- <br /> supporting(copy attached). <br /> Mr Rinard stated that this is appropriate for the Council to create such a fund and it would <br /> be similar to other self sustaining programs in funds created which Councilmember <br /> Coleman detailed in examples related to the golf course operation. <br /> Councilmember Pfeifer questioned whether meetings would be forthcoming on the <br /> Kennedy Pool situation in the planning. She asked to be specifically contacted on this <br /> project. Councilmember Coleman suggested that the Parks Committee may want to look <br /> into the matter further. <br /> Following discussion, Councilmember Sniadecki made a motion, seconded by <br /> Councilmember Aranowski, that Bill No. 110-96 be recommended favorably to Council. <br /> The motion passed. <br /> Councilmember Coleman then requested the Council Attorney to briefly review the <br /> procedures governing Public Hearings at tonight's Common Council Meetings. <br /> Following further discussion and comment, the meeting was adjourned at 5:30 P.M. <br />
