CommtUtt .sport: <br /> Joint Committee of the Personnel&Finance and Residential Neighborhoods Committees <br /> to tbt Common CountUY of tbt Cttg of Doutb Stub: <br /> The September 8, 1997, joint committee meeting of the Personnel and Finance and <br /> Residential Neighborhoods Committees was called to order by Residential Neighborhoods <br /> Chairperson, Council Member Andy Ujdak at 4:30 P.M. in the Council informal meeting <br /> room. <br /> Persons in attendance included Council Members Broden, Pfeifer, Sniadecki, Coleman, <br /> Ujdak, Varner, and Kelly; Terry Bland, Ann-Carol Simons, Don Fozo, John Peddycord, <br /> Teria Chism and Kathleen Cekanski-Farrand. <br /> Council Member Ujdak noted that the purpose of the meeting is to discuss Bill No. 80-97 <br /> which would amend the South Bend Municipal Code in addressing the licensing of adult <br /> care homes. Assistant City Attorney,Ann-Carol Simons made the presentation. She noted <br /> that she has had contact with the County Health Department. A representative of that office <br /> is unavailable today but could be available at a future meeting if necessary. She noted that <br /> she had reviewed the Memorandum of the Council Attorney dated September 5, 1997 <br /> (copy attached). She indicated that if the Council believes that a continuance is in order that <br /> both the proposed zoning Bill (Bill No. 69-97) and the licensing Bill (Bill No. 80-97)both <br /> be continued. <br /> Questions were raised by the Committee members as to the number of adult care homes <br /> which may be currently in operation. Teria Chism noted that she is aware of operations by <br /> the New Vision Baptist Church, a home on Portage Avenue,and a home in Mishawaka. <br /> Council Member Varner noted that in light of the preliminary discussion had on Bill No. <br /> 69-97 during the Zoning and Vacation Committee,that he believes there are several issues <br /> which need to be further studied. He noted that concern over the concentration of such <br /> uses in "A" residential areas and believes that the proposed license fee of $ 50.00 is <br /> inadequate. while Council Member Pfeifer noted a concern over ower-occupancy <br /> Council Member Coleman suggestion that further meetings be held on the topic of both <br /> licensing and the zoning requirements of adult care homes. <br /> Following discussion, Council Member Pfeifer made a motion, seconded by Council <br /> Member Coleman that Bill No. 80-97 be continued indefinitely. The motion passed. <br /> Council Member Coleman recommended that a meeting be held on Monday, October 6, <br /> 1997 at 4 p.m. for further discussion of this topic. <br /> There being no further business to come before the Committee,the meeting was adjourned <br /> at 4:55 P.M. <br /> Respectfully submitted, <br /> Council Member Andrew Ujdak,Chairperson <br /> Residential Neighborhoods Committee <br /> Council Member Sean Coleman,Chairperson <br /> Personnel and Finance Committee <br />
