1Commttttt 200V t:
Community and Economic Development Committee
to the !Common Council of the ttti of fouUj *nb:
The January 13, 1997 meeting of the Community and Economic Development Committee
was called to order by it's Vice Chairperson,Councilmember Rod Sniadecki at 5:00 P.M.
in the Council informal meeting room.
Persons in attendance included Council Members: Kelly, Aranowski, Pfeifer, Varner,
Udjak, Sniadecki; Sue Hodgson, Citizen Member, Jeff Renard, Beth Leonard, Don
Porter,and Kathleen Cekanski-Farrand.
The first item on the agenda was to review Bill No. 111-96 which would appropriate
$37,162.00 including $25,231.00 in rental rehab funds to the St. Joseph County Housing
Consortium.
Beth Leonard, the Financial and Program Management manager made the presentation.
She noted that the Federal Rental Rehab program is now defunct and that the HUD
representative suggested that the monies be appropriated for the St. Joseph County
Housing Consortium. Such monies, if appropriated, would be used only for the City of
South Bend projects.
In response to a question raised by Councilmenber Varner,he was assured that the monies
would be properly monitored so that only South Bend projects would benefit from such
monies.
Following discussion, Councilmember Pfeifer made a motion, seconded by citizen
member Sue Hodgson, that Bill No. 111-96 be recommended favorably to Council. The
motion passed.
The Committee then reviewed Bill No. 112-96 which would appropriate $130,000.00
within the UDAG Fund and Bill No. 113-96 which would appropriate $466,273.00 for
administrative costs.
Beth Leonard made the presentation on both bills. She noted that Bill No. 112-96
involving UDAG monies involved miscellaneous revenue from the UDAG program which
is no longer in existenance. This would finalize the appropriation process with the source
of the monies being from various laon payments. She noted the Bill No. 113-96 would
finalize the administration costs for overseeing various not-for-profit organizations and
programs which are detailed in the cover letter datedn December 9, 1996.
Following discussion, Citizen member Sue Hodgson made a motion, seconded by
Councilmember Pfeifer, that Bill Nos, 112-96 and 113-96 be recommended favorably to
Council.
There being no further items to come before the Committee the meeting was adjourned at
5:10 P.M.
Respectfully submitted, •
