tommittuu *t.tgort: <br /> Community and Economic Development Committee <br /> go OS common Qtoutttil of the itg of iboutb Stub: <br /> The June 9, 1997 meeting of the Community and Economic Development <br /> Committee was called to order by its Chairperson, Council Member John Broden at 5:00 <br /> p.m.in the Council informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Broden, <br /> Varner,Ujdak, Coleman,Hosinski, Sniadecki; Larry Magliozzi, Denise Chambers,Mike <br /> Beitzienger, Richard Hill, Ann Kolata, Mike Wojtysiak, Cleo Hickey, Terry Bland, and <br /> Kathy Cekanski-Farrand. <br /> Council Member Broden noted that the first item on the agenda was to review Bill No. 47- <br /> 97 which involves a lease of the Redevelopment Authority. Ann Kolata made the <br /> presentation. She noted that the lease between the South Bend Redevelopment Authority <br /> and the South Bend Redevelopment Commission was for three primary purposes, namely <br /> g a new Stage House; #2 the <br /> House and the rebuilding of Sta <br /> #1 the demolition of the Stage g <br /> renovation of the auditorium;and#3 the renovation Palais Royale including the ball room. <br /> She noted that the Entertainment District Committee has worked with private fundraisers <br /> and have received 1.7 million dollars of the five million dollars pledged to date. She noted <br /> that public monies would be paid out of the CEIT. The bond would be sold either later this <br /> year or early next year. They are currently waiting for construction bids. In response to a <br /> question raised by Council Member Broden it was noted that construction should start at <br /> the end of this year. Cleo Hickey noted that private monies would be utilized for the utility <br /> relocations in demolition. Council Members Coleman and Aranowski spoke in favor of the <br /> proposed bill. <br /> Following further discussion, Council Member Coleman made a motion seconded by <br /> Council Member Pfeifer that Bill No. 47-97 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Bill No. 48-97 which would amend the South Bend <br /> Municipal Code reducing tax abatement procedures. Larry Magliozzi made the <br /> presentation. He noted that the proposed bill would add four new areas to the list of <br /> residentially distressed areas qualifying for residential tax abatement. He also noted that <br /> state law will change July 1, 1997 with regard to tax abatement. He suggested that once <br /> the state law is in effect that two additional areas be checked. He noted that the Mayflower <br /> area contains between 20-30 lots,the Meade area contains 25,Linden contains 15 lots and <br /> West Washington contains 40 lots. <br /> Council Member Coleman spoke in favor of the proposed bill. He noted that the Council <br /> had worked in an attempt to have 13 additional areas designated. He suggested that these <br /> areas be reviewed once the new state law takes effect. Council Member Pfeifer and <br /> Council Member Broden spoke in favor of the proposed bill. <br /> Following further discussion, Council Member Coleman made a motion seconded by <br /> Council Member Pfeifer that Bill No. 48-97 be recommended favorably by Council.
