SPECIAL RESOLUTION NO. 4990-22 <br /> A SPECIAL RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br /> INDIANA COMMEMORATING OVER FIVE YEARS OF SMOKE FREE ESTABLISHMENTS <br /> THROUGH THE PASSAGE OF SOUTH BEND'S CLEAN AIR ORDINANCE <br /> 6%f'/�e�rerrQ on March 29, 2016, the South Bend Common Council voted in favor of passing what became <br /> known as the Clean Air Ordinance to protect all workers in the City of South Bend from second and third- <br /> hand smoke; and <br /> OX‘read, on January 1, 2017, the City of South Bend's Clean Air Ordinance was implemented thereby <br /> providing protection to all workers in the City of South Bend with sixty-nine bars, taverns, membership <br /> clubs and tobacco retailers becoming smoke-free establishments; and <br /> 6)1‘read, the City of South Bend's Clean Air Ordinance is the strongest smoke-free air ordinance in the <br /> State of Indiana and has become a model for other communities across the state and country and gives <br /> optimism for the expansion for St. Joseph County; and <br /> 6/ ererai, Smoke Free St. Joe Coalition, a local tobacco control coalition of community-based <br /> organizations and supporters,partnered with the South Bend Common Council to protect all workers so no <br /> worker within the City of South Bend would have to trade their health for a paycheck; and <br /> Werrerad, the University of Missouri School of Medicine found a 92%reduction in particulate matter <br /> pollution in a South Bend, Indiana Air Quality Monitoring Study since the Clean Air Ordinance went into <br /> effect; and <br /> 6ir/zexet76, November 17`i', 2022,is the Great American Smokeout, a National Awareness Day hosted by <br /> the American Cancer Society to challenge smokers to 24 hours smoke-free to jumpstart their journey <br /> towards quitting; and <br /> Of‘ , also, on November 17th, 2022, the City will celebrate the five-year anniversary of the Clean Air <br /> Ordinance. <br /> ,9%%a, the re, 6 i rets *dee z z zeih die evt oq°9aut4 ArendJlJillauas: <br /> Section I: The South Bend Common Council joins Mayor Mueller in recognizing November 17, 2022, as <br /> the Great American Smokeout. <br /> Section II: The South Bend Common Council also joins Mayor Mueller in recognizing South Bend's <br /> contributions to the cessation of smoking by celebrating November 17, 2022, as the five-year anniversary <br /> of the Clean Air Ordinance. <br /> Section III: The South Bend Common Council also joins Mayor Mueller in asking residents to encourage <br /> the cessation of smoking and recognizing the benefits of being tobacco-free. <br /> Section IV: This resolution shall be in full force and effect from and after its adoption by the Common <br /> Council and approval by the Mayor. <br /> 3 va1dii6 !,'chi"yf9riaeme 2022 <br /> a4OV 17Y( 4t;'L <br /> Sharon Mc ride, President, <br /> South Bend Common Council <br />
