Qtommftttt Ztport: <br /> Public Works and Property Vacation Committee <br /> Co the Common Council of tit eftj of ioutb 0tn : <br /> The January 27, 1997 meeting of the Public Works and Property Vacation Committee was <br /> called to order by its Chairperson, Council Member David Varner at 4:30 p.m. in the <br /> Council informal meeting room. <br /> Persons in attendance included Council Members Broden,Ujdak, Sniadecki, Aranowski, <br /> Kelly,Varner,and Coleman;Ann Kolata,William Panzica,Mike Carrington,Larry Grear, <br /> Don Fozo and Kathleen Cekanski-Farrand. <br /> Council Member Varner noted that the first item on the agenda was to review a proposed <br /> alley vacation for the first North-South alley West of St. Joseph Street. <br /> Mr. William Panzica made the presentation. He noted that he was before the Common <br /> Council last Fall and that this request received a unanimous favorable recommendation <br /> from the Committee and was unanimously passed by the Common Council. He noted that <br /> his office made an oversight and that one property owner did not receive legal notice of the <br /> proposed vacation. He further noted that the vacation is necessary in order to provide a <br /> security perimeter to the Bankruptcy Court building presently under construction. <br /> Mr. Michael Carrington, the U. S. Marshall, noted that the alley in question would be <br /> restricted to authorized individuals who would have access to the six secured interior <br /> parking spaces in the Court building. He noted that the vacation would provide a"clear <br /> zone" which is necessary for security purposes. He noted that the building under <br /> construction is approximately 4 million dollars in cost and will have five fulltime security <br /> officers. He noted that the design of the building was approved prior to the Oklahoma City <br /> bombing incident . It would not meet current federal guidelines today and therefore the <br /> vacation is critical in order to secure the individuals who will work at this facility, and the <br /> building. <br /> Mr. Panzica added that the potential remonstrater who owns the former Inwood's building <br /> is concerned whether the forty foot semi tractor-trailer could have ingress/egress to the <br /> loading dock. Mr. Panzica noted that he could get out through the secondary alley and <br /> therefore access would not be deterred. <br /> Ann Kolata, on behalf of the Redevelopment Department, spoke in favor of the proposed <br /> rezoning. <br /> Dr.Varner noted that the proposed vacation received a favorable recommendation from the <br /> Board of Public Works (copy attached) and that it had previously received a favorable <br /> recommendation from the Board last Fall. <br /> Following further discussion, Council Member Ujdak made a motion, seconded by <br /> Council Member Aranowski, that Bill No. 1-97 be recommended favorably to Council. <br /> The Motion passed. <br /> There being no further business to come before the Committee,the meeting was adjourned <br /> at 4:40 p.m. <br />
