CITY OF SOUTH BEND! HISTORIC PRESERVATION COMMISSION <br />Upon a motion by Elizabeth Hertel, seconded by David Wyncott, and unanimously carried by <br />vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness <br />Application #2022-0907A as amended. <br />Vote: 5-0. Five in favor, none opposed. <br />COA#2022-0907A is APPROVED. <br />IV, PRIVILEGE OF THE FLOOR <br />a. A presentation on Indiana Landmarks — 10 Most Endangered" process by Todd Zeiger, Indiana <br />Landmarks, Northern Regional Office, 801 West Washington Street, South Bend, Indiana 46601 <br />(Autio Position: 1:45:10) <br />Note: Elizabeth Hertel was out of the room from 7:44 pm to 7:47 pm during this presentation <br />V. REGULAR BUSINESS <br />a. APPROVAL OF MINUTES <br />August 15, 2022 minutes <br />Upon a motion by Joan Downs Krostenko, seconded by Elizabeth Hertel, and unanimously <br />carried by vote, the minutes from the August 15, 2022 Historic Preservation Commission are <br />approved. <br />Note: David Wyncott was offline from 8:20 pm to 8:22 pm during this discussion <br />b. STAFF REPORTS <br />Administrative Approvals <br />After due consideration, no action was taken. <br />c. COMMITTEE REPORTS <br />i. No committees met since the previous meeting. <br />VI. OLD BUSINESS <br />VII. NEW BUSINESS <br />VIII. ANNOUNCEMENTS AND MISCELLANEOUS MATTERS <br />a. A discussion was held by the board members regarding their vision for the Commission and their <br />mission statement ideas. Will continue the discussion next month. <br />b. Verbatim account of the discussion regarding the mission statement (Audio Position 2:31:14) <br />Commissioner Andrews: So, Joanie drafted a mission statement. This was the existing one and <br />this is the drafted one that Joanie sent over. Once again, I can't be emailing some of this <br />stuff to everyone, so we want to discuss it here together. Um if there are things that you <br />would like to see in the mission statement or that you feel are missing or if there are edits <br />that need to be made um let's talk about that now. Joanie, do you want to give any other <br />additional color to what you put forth. <br />Commissioner Downs Krostenko: No <br />Commissioner Andrews: One of the things that um upon reading it that I was worried about is <br />that where it says the mission of the HPC of South Bend is to advocate for the preservation <br />of all historic buildings, spaces, and resources within the geographic area under our <br />mandate. I'm concerned about having the word�all there because not all of these buildings <br />are under our mandate. Um so I think we just have to be careful for what we can. <br />Commissioner Hertel: That would make sense, it would be to say to strike all. The preservation <br />of historic building, spaces, and resources withing the geographic area. I feel that mandate is <br />kind of a harsh word so maybe jurisdiction.
