atommittss 2tport: <br /> Joint Committee of the Personnel&Finance and Residential Neighborhoods Committees <br /> iro tjs €ommon atouitstl of the eitg of 16outb Stag <br /> The October 20, 1997, meeting of the Residential Neighborhoods Committees was called <br /> to order by its Chairperson, Council Member Andrew Ujdak at 4:00 P.M. in the Council <br /> informal meeting room. <br /> Persons in attendance included: Council Members Aranowski, Ujdak and Kelly; <br /> Dr.George Plain,Ann-Carol Simons,Pat Pasket and Kathleen Cekanski-Farrand. <br /> Council Member Ujdak noted that the purpose of the meeting was to continue discussion of <br /> proposed Bill No. 80-97 which would license Adult Care Homes and propose Bill No. 69- <br /> 97 which is a zoning proposal for Adult Care Homes. <br /> Council Member Ujdak noted that all members should have received a memorandum dated <br /> October 16, 1997 from the Council Attorney (copy attached). The memorandum, among <br /> other things, summarized the working session held on October 6. The overall issues <br /> addressed included: <br /> A. Controlled use-suggestions of footage limitations from 1,000 to 3,000 feet. <br /> B. Parking-concerns over adequate off-street parking and screening regulations if <br /> any. <br /> C Worker/Employee Limitations and Visiting Nurses and Physical Therapists. <br /> D. Owner-Occupancy <br /> E. Resident/Patient Rights written procedures. <br /> F. Minimum Permit Standards including square footage,regulations for bathroom <br /> facilities,ADA regulations,nutritional regulations,linen regulations,insurance <br /> liability issues,call systems for emergencies throughout the building,building <br /> code regulations,financial resources,moral character and police checks,and fire <br /> detection and escape plans. <br /> G. Professional Standards-Minimum Certification of a Certified Nursing Assistant <br /> and possible LPN or RN with CPR certifications and other emergency procedure <br /> certifications being required. <br /> H. Vehicle concerns Resident rights/complaints-Who would be the agency for <br /> enforcement? <br /> I. Licensing Fees <br /> J. Restrictions within Residential Neighborhoods of the total number of Adult Care <br /> Facilities. <br /> Council Member Aranowski thought that owner occupied facilities may be a requirement <br /> that should be for the pursued. Council President Kelly voiced concern that the potential <br /> for abuse is a possibility and that reasonable restrictions should be discussed in all areas. <br /> Dr. Plain said that potential for abuse is greater among the elderly. He suggested that <br /> protection of the residents and that the possibility of owner occupied facilities should be <br /> considered. He gave an example of carbon monoxide problems which should be <br /> monitored. <br /> Ann-Carol Simons then handed out two revised drafts of the proposed bills. The zoning <br /> ordinance included a 1,000 foot restriction and the licensing fee was increased to $200. <br /> She further suggested that health facility regulations contained in Indiana Code Title 16 may <br /> be considered. <br />
