• <br /> Qtommtttss Zsport: <br /> Personnel and Finance Committee <br /> to Os Common tountfl of Os Qtttp of *oaf) St 0: <br /> The June 23, 1997 meeting of the Personnel and Finance Committee was called to order by <br /> its Chairperson, Council Member Sean Coleman at 5:00 p.m. in the council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden, <br /> Varner, Ujdak, Coleman, Hosinski, Sniadecki; Mike Urbanski, Cathy Roemer, Cleo <br /> Hickey, Terry Bland, Ann-Carol Simmons, Ann Kolata, Amy Tweenten, and Kathy <br /> Cekanski-Farrand. <br /> Council Member Coleman noted that the first item on the agenda was to review Bill No. <br /> 53-97 which would appropriate$804,000 from the general fund. Cathy Roemer made the <br /> presentation. She noted that appropriations necessary in order to cover costs of various <br /> contracts that must be led prior to the receipt of bond proceeds involving the above ground <br /> parking garage in public plaza. <br /> Following discussion, Council Member Aranowski made a motion seconded by Council <br /> Member Varner that Bill No. 53-97 be recommended favorably to Council. The motion <br /> passed. <br /> Mrs. Roemer also mentioned that Resolution No. 97-41 which is also on tonights agenda <br /> addresses the acquisition by lease of certain equipment essential to the operations of the <br /> city. She noted that this is necessary in order to acquire computer equipment and M.I.S. <br /> upgrades for the South Bend Police Department as further detailed in that resolution and <br /> cover letter(Copy Attached). <br /> The Committee then reviewed Bill No. 54-97 which would appropriate$41,210 from the <br /> Morris Civic Auditorium Improvement Fund for the purpose of performing various repairs <br /> at the Morris Civic Auditorium. Cleo Hickey made the presentation. He noted that a busy <br /> week is ahead with performances of Grease and Tony Bennet upcoming. He noted that the <br /> source of the funds were from a 50 cent per ticket surcharge. Proposed repairs include <br /> equipment,air conditioning,roof and stage and backstage repairs. <br /> Following discussion, Council Member Sniadecki made a motion seconded by Council <br /> Member Aranowski that Bill No. 54-97 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Substitute Bill No. 56-97 which would approve parking <br /> rates for parking garages operated by the Board of Public Works. Amy Tweenten made the <br /> presentation. She briefly reviewed the parking rates proposed in Section One. She also <br /> noted that in light of the upcoming construction of the Leighton Plaza project that the free <br /> parking in the downtown city operating garages would be increased two hours of free <br /> parking. <br /> The Council Attorney noted that the city may want to review increasing the number of <br /> handicap parking spaces in each of the city owned garages in light of the handicap parking <br /> spaces being eliminated from the flat lots. <br />
