Commits **port: <br /> Public Works and Property Vacation Committee <br /> tbt tOmmott QCOUttuii of the City of Pout j Ilainttn <br /> The September 23, 1996 meeting of the Public Works and Property Vacation Committee <br /> was called to order by its Chairperson, Council Member David Varner at 4:11 P.M. in the <br /> Council informal meeting room. <br /> Persons in attendance included: Council Members Kelly, Luecke, Broden, Washington, <br /> Coleman, Pfeifer, and Varner; Todd Zeigler, Dana Andrews, Jon Hunt, Don Porter, and <br /> Kathleen Cekanski-Farrand. <br /> Dr. Varner noted that the only item on the agenda was to review the vacation request set <br /> forth in Bill No. 75-96. Mr. Todd Zeigler noted that this is a joint project between the <br /> South Bend Heritage Foundation and the Near Northwest Neighborhood Association. He <br /> showed photographs of the properties near the proposed areas to be vacated as well as a <br /> map of the area. He noted that the purpose of this is to implement the Near Northwest <br /> Neighborhood Housing and Revitalization Plan prepared in 1992 to reduce unnecessary <br /> g g <br /> P <br /> pass through traffic on the effected alleys. It is believed that it would increase public safety <br /> and decrease crime by limiting access to the areas. <br /> Dana Andrews noted that the area has experienced vandalism and broken windows. She <br /> believes that by the reduction in cross-through traffic that she will be able to sell the homes <br /> which are currently being rehabilitated to help stabilize and revitalize the area. <br /> Council Member Pfeifer noted that many of the alleys are gravel and and was advised that <br /> pedestrian traffic would also be curtailed. <br /> Council Member Luecke,the District Council Member for the area,noted that the Board of <br /> Public Works sends the proposed vacation to the Committee with a favorable <br /> recommendation(copy attached). <br /> Following discussion, Council Member Pfeifer, seconded by Council Member Washington <br /> that Bill No. 75-96 be recommended favorably to Council.
