Committee *.eport: <br /> Parks and Recreation Committee <br /> go the Common Council of the City of 4out1 3enb: <br /> The August 26, 1996 meeting of the Parks and Recreation Committee was called to order <br /> by its Chairperson, Council Member John Broden at 4:18 P.M. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members; Luecke, Kelly, Varner, Zakrzewski, <br /> Coleman, Broden, Washington, and Pfeifer; Don Porter, Ann Bruneel, Jim Czerniak, <br /> Jackie Boone, Sue Ushella, Citizen Member, Phil St. Clair, Eugina Schwartz, and <br /> Kathleen Cekanski-Farrand. <br /> The fast item on the agenda was to review Substitute Bill No. 70-96 which would approve <br /> the sale of park property. <br /> Mr. Phil St. Clair, the Superintendent of Parks made the presentation. He stated that the <br /> Park Board has agreed to this project with certain conditions. He noted that Mr. Frank <br /> Alford will give the presentation at this evening's meeting. It will be a three-phase project <br /> which would transfer a portion of Oliver Park to the South Bend Housing Authority for use <br /> as a Alonzo Watson Camps of Learner's Project. <br /> Eugenia Schwartz the attorney for the South Bend Housing Authority then answered <br /> questions on behalf of her employer. She noted that the U.S. Department of Housing has <br /> provided for the Teaching Learning Center, the Day Care Learning Center, and the Sports <br /> and Technology Learning Center. <br /> In response to a questions raised by Council Member Broden, it was noted that submission <br /> to HUD will take place with final word to be received by the end of October. In response <br /> to a questions raised by Council Member Varner, it was noted that the personnel costs <br /> would <br /> be aid by HUD. <br /> Y • <br /> Council Member Pfeifer spoke in favor of the project. She stated that this is an offshoot of <br /> the Doctor Howell Project who had been working on it for at least the last two years. She <br /> is very excited about the recreational and sports activities and believes that it will be a plus <br /> for this area <br /> of the ci <br /> tY• <br /> Council Member Luecke also spoke in favor of the proposed project and believes it will be <br /> a great asset to the community. <br /> Following discussion, Council Member Luecke made a motion seconded be Council <br /> Member Coleman that Substitute Bill No. 70-96 be recommended favorably to Council. <br /> The motion passed. <br /> There being no further business to come before the Committee the meeting was adjourned <br /> at 4:37 P.M. <br /> Respectfully submitted, <br /> • <br /> Council Member John Broden,Chairperson <br /> Parks and Recreation Committee <br /> Attachments <br />
