Commfust port: Parks and Recreation Committee 10 the Common Countfl of the ICftj of south St tub: The April 15, 1996, Parks and Recreation Committee was called to order by its Chairperson, Council Member John Broden at 4:18 P.M. in the Council informal meeting room. Persons in attendance included Council Members; Luecke, Kelly, Varner, Zakrzewski, Coleman, Broden, Washington, and Pfeifer, Betsy Harriman, Gene Oakley, Sue Ushela, Citizen Member,Don Porter,and Kathleen Cekanski-Farrand. Council Member Broden introduced Members of the Committee,namely Council Members Coleman,Luecke,and himself and Sue Ushela the new Citizen Member.He noted that Ms. Ushela was a local sports person from John Adams High School and that she is a recent graduate from University of Georgia. Council Member Broden noted that the first item on the agenda was to review Bill No. 19- 96 which is a request to approve the sale of park property. Betsy Harriman made the presentation. She stated that the property in question is currently located at 936 West LaSalle and that the Park Board plans to sell the property to the South Bend Heritage Foundation for a single family housing unit. She stated that the Park Department believes that it would be an excellent proposed use. The playground equipment would be removed and would be taken to the Charles Martin Youth Center. She noted that in the past the park in question has been subject to much vandalism and that the surrounding neighborhood is in favor of the proposed sale. Council Member Luecke,an employee of South Bend Heritage that will not have a conflict of interest since there will be no personal gain by the proposed sale,noted that the park is commonly known as the"Tot Lot". He stated that the neighborhoods residents in the past have participated in various recreational activities however the property has outgrown this use. He stated that the removal of the playground equipment to the Charles Martin Youth Center will be a positive impact to the Center. Council Member Pfeifer noted that at the last neighborhood meeting that the proposed sale was received favorably. She also noted that an older gentleman use to take care of the park however he had passed away and the park has fallen into disrepair. Following further discussion, Council Member Luecke made a motion, seconded by Council Member Coleman that Bill No. 19-96 be recommended favorably to Council. The motion passed. There being no further business to come before the Committee the meeting was adjourned at 4:25 P.M.
