Committ*t Z port: <br /> Personnel and Finance Committee <br /> �0 t1jt Common tountUY of the ttty of §olttb 3Benb: <br /> The September 23, 1996 meeting of the Personnel and Finance Committee was called to <br /> order by its Chairperson, Council Member Steve Luecke at 2:00 p.m. in the Council <br /> Informal meeting room. <br /> Persons in attendance included Council Members: Luecke, Kelly, Pfeifer, Varner, <br /> Coleman and Broden; Kevin Horton, Jeff Rinard, Don Porter, and Kathleen Cekanski- <br /> Farrand. <br /> Mr. Horton noted that the budget for the College Football Hall of Fame is required to be <br /> heard by the Century Center Board of Managers,as well as the Joint Committee which has <br /> representatives from New York on it. It is anticipated that those meetings will take place in <br /> October and therefore, Bill No. 78-96 should be amended at this evening's Common <br /> Council by striking the College Football Hall of Fame from that Bill. <br /> Mr. Horton also requested that Bill No. 81-96 addressing salaries for appointed officers <br /> and non-bargaining employees be heard this evening. The Council Attorney noted that <br /> state law requires that such an ordinance setting such salaries must be in place prior to <br /> September 30, 1996. She also indicated that the Ordinance had been properly advertised to <br /> permit the Common Council to go forward if a suspension of the rules was granted. She <br /> indicated that a suspension would require all Council Members present to vote in the <br /> affirmative to permit the suspension to go forward. The actual Ordinance would need a <br /> two-thirds majority vote to be passed. <br /> Mr.Horton also announced that the City of South Bend received the"Distinguished Budget <br /> Presentation Award"by the Government Finance Officers Association for the City's 1995 <br /> Performance Based Budget. He noted that this was the first time that the City had provided <br /> a performance based budget. The Committee was pleased with the award and <br /> congratulated the Department of Administration and Finance for their hard work and <br /> dedication in this team effort. <br /> Mr.Jeff Rinard then reviewed four(4)handouts namely, <br /> 1. Summary of Rates-Levy-Assessed Valuation 1996, 1997 <br /> 2. Three-page summary of the South Bend Civil City Budget and the South Bend <br /> Redevelopment Commission Budget. <br /> 3. Revenue and Expenditure Summary(four-page document) <br /> 4. Six-page handout of charts on revenue and expenses. <br /> A copy of each of the handouts is attached to these minutes. Mr. Rinard noted that the <br /> Economic Development information is being provided for informational purposes only. He <br /> noted that 60.5% of the Civil City Budget is directly related to salaries and benefits. The <br /> grand total of revenues for 1997 is $101,804,626. 81.1% of this projected revenue is <br /> generated by property tax. <br /> • <br />
