1'9 - <br /> Commftttt 2tport: <br /> Personnel and Finance and Public Safety Joint Committees <br /> to tb* Common Council of tit City of gout') litnt: <br /> The July 22, 1996, meeting of the Personnel and Finance and Public Safety Joint <br /> Committees was called to order by its Public Safety Chairperson Cleo Washington at 4:10 <br /> P.M.in the Council informal meeting mom. <br /> Persons in attendance included Council Members: Kelly, Pfeifer, Coleman, Varner, <br /> Washington, Broden, Hosinski, and Luecke; Jon Hunt, Ken Fedder, Don Porter, and <br /> Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No.53-96 which is a Bill to amend <br /> Ordinance No. 8525-94 addressing Annual Pay and Monetary Fringe Benefits for the <br /> South Bend Police Department for the calendar year 1997. <br /> In Light of an Administration Member not being present, the Council Attorney made the <br /> presentation. <br /> The Council Attorney noted that she is a member of the Labor Management Committee for <br /> the South Bend Police Department. The proposed Bill is recommended favorably to the <br /> Council as a result of on-going negotiations through the Labor Management Committee.It <br /> had been brought to the Committees attention of alleged disparities with regard to certain <br /> Corporals in the Investigative Division that were performing services similar to sergeant. <br /> The proposed Bill would pay the corporals in question the amount of$1, 050,00 for this <br /> calendar year. She stated that the Committee believe that this is a win-win situation.All of <br /> the effected corporals have agreed to the proposal and the union member who sit on the <br /> Labor Management Committee also have agreed to the proposed compensation. <br /> Council Member Luecke spoke in favor of the proposed Bill. He stated that this is a good <br /> example of good working relations of the Labor Management Committee which resulted in <br /> a negotiated resolution of a potential problem. He stated that it is a fair and equatable <br /> resolution. <br /> Following discussion,Council Member Luecke, seconded by Council Member Pfeifer that <br /> Bill No. 53-96 be recommended favorably to Council.
