LEGAL REQUIREMENTS FOR REDISTRICTING <br /> County Commissioners Establishment Of Precincts <br /> Indiana Code §3-11-1.5-1 et seq requires the County Commissioners to establish <br /> Precincts according to specified rules. <br /> South Bend Common Council Establishment Of Six Council Districts <br /> Indiana Code §36-4-6-3 requires the South Bend Common Council to enact an <br /> ordinance that divides the City into six Districts, which: <br /> "(1) are composed of contiguous territory, except for territory that is not contiguous <br /> to any other part of the city; <br /> (2) are reasonably compact; <br /> (3) do not cross precinct boundary lines, except as permitted in limited situations; <br /> and <br /> (4) contain, as nearly as is possible, equal population." <br /> ACTION TAKEN BY ST.
