Commttt** '.sport: <br /> Zoning and Annexation Committee <br /> Co Os Common Council of tbt Litt of south att : <br /> The July 22, 1996 of the Zoning and Annexation Committee was called to order by its Vice <br /> Chairperson,Council Member David Varner,at 4:20 P.M.in the Council informal meeting <br /> room. <br /> Persons in attendance included Council Members: Luecke, Coleman, Pfeifer, Varner, <br /> Kelly, Washington, Broden, and Hosinski; Doug Carpenter Citizen Member, Richard <br /> Nussbaum, Ken Fedder, Jon Hunt, Marco Mariani, Don Porter, and Kathleen Cekanski- <br /> Farrand. <br /> In light of the absence of the chairperson of the Committee, Council Member Tom <br /> Zakrzewski,Council Member Varner went forward with the meeting.The Committee then <br /> reviewed 2 items jointly namely Resolution No. 96-31 which is the written fiscal plan and <br /> establishing a policy for services to a proposed annexed area in Centre Township and also <br /> substitute Bill No. 23-96 which is a proposed annexation for certain contiguous property <br /> located in Centre Township commonly known as the"Copperfield Annexation". <br /> Marco Mariani made the presentation. He noted that the area in question is primarily <br /> residential. There are 42 single family areas and 21 condo. The area in question already <br /> receiving sewer and water services.He noted that there would be no additional costs for <br /> fire and police services. He also noted that street lights can be provided at no additional <br /> cost. <br /> In response to a question raised by Citizen Member Doug Carpenter,it was noted that the <br /> area in question is approximately 51 acres. <br /> In response to a question raised by Council Member Broden,it was noted that there was a <br /> public informational meeting which was well attended by approximately 80 residents. <br /> Various department heads were also present for the meeting. Mr. Hunt noted that a letter <br /> dated June 26, 1996, was sent to all property owners of record. The substitute Bill is <br /> necessary in light of the new language that addresses the 3 year phase in of tax abatement. <br /> Mr. Hunt noted that growth of the city at edges by the revitalization of existing areas is <br /> necessary for competing as a metropolitan area.In response to a question raised by Council <br /> Member Broden, it was noted that the tax abatement would phase in at 75%, 50% and <br /> 25%. <br /> At this point Council Member Zakrzewski joined the meeting. <br /> Council Member Coleman noted that the anti-annexation remonstrance would kick-in at the <br /> remonstrance level following action by the Common Council. It was also noted that the <br /> new state law addressing the phased in tax abatement process took effect on July 1, 1996. <br /> It was noted that Copperfield was first proposed then Hermitage Estates. <br /> Council Member Coleman stated that there should be a normal growth potential and that <br /> revitalizing the entire city was necessary and that annexation was a proper tool to meet this <br /> objective. <br />
