Commfttss Zsport: <br /> Zoning and Annexation Committee <br /> to Os Common tounctl of tiis City of +outb Stub: <br /> The February 12, 1996 of the Zoning and Annexation Committee was called to order by its <br /> Chairperson, Council Member Tom Zakrzewski, at 4:32 P.M. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Luecke, Washington, Kelly, <br /> Zakrzewski, Coleman, Pfeifer, Varner, and Broden; Doug Carpenter, Citizen Member, <br /> John Byorni, Steve Rudisell, Ann Kolota, Donna Gerring, Don Porter, Jim Voll, Bob <br /> Cass, and Kathleen Cekanski-Farrand. <br /> Council Member Zakrzewski noted that the the first item on the agenda was to review Bill <br /> No. 75-95 which is a zoning request for the property located at 828 Jefferson Blvd. <br /> Council Member Zakrzewski thanked Council Member Coleman and Council Member <br /> Broden for their work on this bill with the developer since it was continued from the last <br /> Common Council meeting. <br /> Council Member Coleman stated that he and Council Member Broden met with Steve <br /> Rudisell to address the concerns raised at the last Council meeting. Mr.Rudisell noted that <br /> there were site plan changes which he then outlined in the letter dated January 30, 1996 <br /> (copy attached). He noted that there will be no parking in the front yard and with the new <br /> configuration that the parking was increased from 17 to 20 spaces. <br /> Mr.Byorni,from the Area Plan Commission suggested that their be additional landscaping <br /> along one area which he said would be addressed in the final site plan. Mr.Rudisell agreed <br /> to this additional landscaping. <br /> During the public portion, Donna Gerring of 208 South St. Peter Street again voiced <br /> opposition to the C-1 Zoning Classification. She stated that there are problems in the area in <br /> light of the additional traffic by Parkview Atrium with the neighborhood being boxed-in. <br /> She stated that she believes that the building is highly historic and should have extra <br /> consideration. Council Member Luecke appreciated the redesign proposed by the <br /> developer. He stated that the new design now has the setback being equal to the adjacent <br /> structures.He noted that it is unfortunate with regard to the house however, the first option <br /> is to keep it and have it relocated to another site. <br /> Mr Byorni noted that the entire area is being looked at. In light of the delays due to staff <br /> changes and the fact that only medical buildings were exempted from the 0-office with the <br /> medical buildings keeping their"B"classification that this entire area should be carefully <br /> reviewed. <br /> Following further discussion, Council Member Luecke made a motion seconded by <br /> Council Member Varner that Bill No. 75-95 be recommended favorably to Council. The <br /> motion passed. <br /> • <br />
