Bill No. 59-22 <br /> ORDINANCE NO. 10893-22 <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,INDIANA, <br /> FIXING MAXIMUM WAGES OF TEAMSTER EMPLOYEES FOR CALENDAR YEAR 2023 IN <br /> CONFORMITY WITH ORDINANCE NO. 10863-22 AND AMENDING THE CITY RESIDENCY <br /> INCENTIVE AT SECTION II(1)OF THAT ORDINANCE <br /> STATEMENT OF PURPOSE AND INTENT <br /> The Common Council of the City of South Bend,Indiana passed Ordinance Number 7997-89 on July <br /> 24, 1989, fixing the maximum wages and monetary fringe benefits for Teamsters Local Union No. 364 <br /> employees of the City for the calendar years 1990 through 1992. Each subsequent contract cycle, the <br /> Common Council has passed an ordinance fixing the maximum wages for Teamster employees following <br /> labor negotiations with representatives from the Teamsters Local Union No. 364,most recently on October <br /> 11,2021 in Ordinance Number 10816-21 for the term commencing on January 1,2022 through December 31, <br /> 2024. This most recent ordinance was modified by Council via Ordinance Number 10863-22 on June 27, <br /> 2022. <br /> This current ordinance fixes the maximum salary of Teamster Employees for Calendar year 2023 in <br /> conformity with Ordinance No. 10863-22 and reaffirms the terms of that Ordinance for the 2023 fiscal year <br /> with one change: the City residency incentive described in Section II.1 is increased from a maximum of <br /> $1,000 to a maximum of$2,000. <br /> This Ordinance is in the best interest of the City and the affected Teamster employees. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE <br /> CITY OF SOUTH BEND, INDIANA, as follows: <br /> SECTION I. The maximum salary of Teamster Employees for calendar year 2023 is fixed as provided in <br /> the attachment referenced in Section I of Ordinance No. 10863-22 which is attached hereto and <br /> incorporated herein by reference. <br /> SECTION II. The City Residency Incentive for Teamster Employees as provided in subpart(1)of <br /> Ordinance No. 10863-22 is amended for calendar year 2023 to read in its entirety as follows: <br /> (1) City Residency Incentive. Full-time Teamster employees who establish and <br /> maintain legal residence within the City of South Bend city limits, reside on a <br /> continuous,permanent basis within the South Bend city limits,and comply with all <br /> regulations and requirements described in the Employee Handbook on this topic <br /> shall be entitled to a monetary bonus of Two Thousand Dollars($2,000.00)in 2023. <br /> Employees shall receive the full amount of this bonus if they remain employed and <br /> reside in the City of South Bend city limits from January 1,2023 through December <br /> 31, 2023. Employees who relocate to South Bend city limits during 2023 shall <br /> receive a prorated amount of this bonus for each month they remain employed and <br /> reside within South Bend city limits during 2023. <br /> SECTION III. All other terms, conditions, and provisions of Ordinance No. 10863-22 are hereby <br /> reaffirmed and approved for calendar 2023 as if fully set forth herein. <br /> SECTION IV.
