tommfttts Ztport: <br /> Community and Economic Development Committee <br /> "Co the Common Qtouutfx of the eftt of south nt': <br /> The August 14, 1995 meeting of the Community and Economic Development <br /> Committee was called to order by its Chairperson, Council Member Roland Kelly at 4:30 <br /> P.M. in the Council informal meeting room. <br /> Persons in attendance included Council Members: Kelly, Slavinskas, Zakrzewski, <br /> Washington, Coleman, Luecke,Duda, and Ladewski; Bill Eagan Citizen Member, Mike <br /> Beitzinger, Michael Urbanski, Don Porter, Edward Benchik, and Kathleen Cekanski- <br /> Farrand. <br /> Council Member Kelly noted that the first item on the agenda was was to review <br /> Resolution No. 95-66 which is a Resolution designating 1702 and 1706 North Kaley, <br /> 1902 and 1933 North Meade, 1934, 1940 and 2004 North Freemont and 2021 North Olive <br /> Street as Residentially Distressed Areas for purposes of a five year real property tax <br /> abatement for G&M properties.Mr. Mike Beitzinger reviewed the report dated August 9, <br /> 1995 (copy attached) which found that the Petitioner meets all of criteria for a Residential <br /> Distressed Area designation and tax abatement. He noted that the homes to be built are in <br /> the range of $60,000.00 to $65,000.00 each. He further noted that the Building <br /> Commissioner has confirmed that all of the area in question meets zoning requirements. <br /> Mr. Michael Urbanski, the Petitioner noted that his company and others has <br /> received a lot of enthusiasm and interest in this type of program. He noted that there are a <br /> lot of potential buyers which would without tax abatement be unable to purchase homes. <br /> He also noted that he is involved in other areas where a replatting process is necessary to <br /> bring 40 ft lots into compliance with the 60 ft lot requirement. <br /> Following discussion, Council Member Washington made a motion, seconded by <br /> Council Member Zakrzewski that Resolution No. 95-66 be recommended favorably to <br /> Council. The motion passed. <br /> Mr. Urbanski also noted that there are homes currently going up by Habitat and he <br /> did not believe that they had applied for tax abatement. Mr.Beitzinger noted that Jon Hunt <br /> had been involved with Habitat but that he would follow up with contact in this area. <br /> The Committee then reviewed Resolution No. 95-67 which would correct certain <br /> procedural deficiencies and reconfirm the adoption of a personal property tax abatement for <br /> the property located at 2950 West Lathrop Drive for a five year personal property tax <br /> abatement. <br /> Mr. Mike Beitzinger noted that this is not a new tax abatement but that the City <br /> Council had adopted a Resolution in February of 1992 for this personal property tax <br /> abatement. <br /> Mr.Edward Benchik the attorney for the Petitioner made the presentation on behalf <br /> of Concrete and Asphalt Recycling Inc. He noted that the State Board of Tax <br /> Commissioners had denied in its entirety the personal property tax abatement granted by the <br /> Common Council in 1992. • <br />
